Following the Green Paper on policy options for progress towards a European contract law for consumers and businesses, the European Commission carried out an in-depth impact assessment (IA). pdf

The purpose of this assessment was to examine the nature and scale of the problems that differences in contract law posed for businesses and consumers in the EU and analyse the policy options. The IA was  carried out (following the Commission's IA guidelinespdf Choose translations of the previous link  ) and also analysed the economic, social and environmental impacts of the policy options for a European contract law instrument.

The IA drew on data from various sources including surveys Choose translations of the previous link , statistics and a supportive external study which provided economic analysis of the identified problems and policy options.

The impact assessment concluded the optional Common European Sales Law as the preferred policy option to address the problems identified. It accompanies the Commission's proposal for a Regulation of the European Parliament and of the Council on a Common European Sales Law.
