Accompanying Measures

In order to support the success of the other cluster actions, accompanying measures are set up. Typically, these are horizontal measures. Raising and ensuring awareness is one of the key tasks, as well as ensuring the recognition of interoperability as a cornerstone for building public services. The accompanying measures will ensure collaboration and communication amongst the stakeholders. Actions in this cluster address the sharing of best practice and supporting communities. This will be done by providing the necessary tools, platforms, campaigns and support to the communities

You are the manager, designer or developer of a public service and you want to assess its interoperability readiness, and get recommendations for improvements. The Interoperability Maturity Model will help you in this task.

When is this action of interest to you?

The economic crisis requires your administration to fulfil its tasks with less resources and money. Your task is to contribute to a more efficient administration by using the potential of IT to its full.

You would like to re-use existing IT solutions developed for other administrations, to give visibility to your own projects, to share your practices and to learn from other people's experience.

You want to share your own experiences and solutions. The community building within the ISA programme is the ideal way to showcase, support and promote best practices across borders.

4.2.3Fostering the alignment of national interoperability frameworks across Europe

National Interoperability Framework Observatory (NIFO)
When is this action of interest to you?

You work for a public administration and you are in charge of drafting or reviewing your country’s National Interoperability Framework. You are responsible for an interoperability initiative. As you probably know, the National Interoperability Frameworks and other related initiatives need to be aligned with the European Interoperability Framework (EIF). This means that these initiatives need to be built on the principles and recommendations of the EIF.

4.2.4A repository of IT solutions, building blocks and components

European Federated Interoperability Repository (EFIR)
When is this action of interest to you?

You are working in a public administration of a Member State of the European Union, a standardisation body, or in the industry. The Repository of Interoperability Solutions on Joinup allows you to identify IT solutions, building blocks or components that can be re-used rather than redeveloped from scratch, to provide high quality interoperable public services in Europe. The catalogue holds thousands of reusable technical specifications, standards, software and other IT solutions for the public sector.

4.2.5Promoting sharing and reuse of interoperability solutions

Sharing and reuse strategy
When is this action of interest to you?

You are working in a European public administration and you want to reduce the cost and shorten the time to implement public services by re-using already available solutions and learning from the best practices.

You are working in a European public administration preparing new legislation procedures, or recommendations – for example, related to the creation of interoperable services – and would like to learn from similar legislation, studies and best practices in the field developed by other EU countries.

EIS Governance support
When is this action of interest to you?

You are working in a public administration and charged with initiating any interoperability-related activities in support of the development of cross-border public services. The European Interoperability Strategy (EIS) provides guidance regarding the interaction, exchange and cooperation between European public administrations for the delivery of European public services across national borders and sectors.
