Social Innovation Europe – contract notice Deadline: 07.05.2014.

The contractor will assist the Commission in providing content on the SIE hub, expanding the community around it, promoting social innovation towards all relevant stakeholders, sharing knowledge and supporting new approaches, facilitating cross-border collaboration and providing evidence of the benefits of social innovation. It will aim at ensuring expansion of the work undertaken since the launch of the initiative in March 2011.

The European Commission adopted a Communication on crowdfunding. The objective of this Communication is to unleash the potential of crowdfunding within the EU by developing, in cooperation with stakeholders, a common understanding at EU level and preparing the ground for possible future actions. The European Investment Bank launched the third edition of their Social Innovation Tournament. The Tournament seeks to promote the generation of innovative ideas and identify/reward opportunities promising substantial societal benefits or demonstrating best practices with tangible, scalable outcomes. The deadline for submission of proposals is 28 April 2014. More information and other key dates can be found on their website.

The Conference “Taking Action: Promotion of Employee Share Ownership – Debating concrete policy options” – 30 January in Brussels will focus on the following issues: What kind of policy initiatives can help to promote employee ownership and participation? and Learning from best practices: Debating examples and possibilities – reflecting on possible improvements on the basis of current best practices and existing challenges.

On 16 and 17 January 2014, the European Commission, the European Economic and Social Committee (EESC) and the City of Strasbourg will host a large European interactive event on social entrepreneurship and the social economy. The two-day event will be broadcast live via web streaming. (IP/14/20)

Public consultation “Crowdfunding in Europe ? Exploring the added value of potential EU action”. The European Commission is launching a consultation to explore the added value of potential EU action. All citizens and organisations are welcome to contribute to this consultation that will be open from 3 October to 31 December 2013. Contributions are particularly sought from competent authorities, crowdfunding platforms, entrepreneurs and individuals who launched a crowdfunding campaign and citizens who contributed to such campaigns.

Market testing for the implementation of the social entrepreneurship support under the EaSI programme (2014-2020) – information for potential fund managers The European Commission is launching a market testing exercise to find out if a call for the selection of a fund manager for the financial instruments in the area of social entrepreneurship finance to be established under the Programme for Employment and Social Innovation (EaSI) would meet interest and qualified response. Potential fund managers can signal their interest and present their ability as fund manager.

The report highlights the need to follow key implementation principles such as stakeholder involvement, transnational cooperation, diversity of legal forms and synergies between various actions.

Social economy and social entrepreneurship - Social Europe guide / Volume 4 (29/04/2013) The Social Europe guide is a bi-annual publication aimed at providing its audience with a concise overview of specific EU policy areas. It illustrates the key issues and challenges, explains policy actions and instruments at EU level and provides examples of best practices from EU Member States. The fourth volume in the series describes the vivid world of social economy organisations (such as cooperatives, associations, mutuals and foundations) as well as the more recent phenomenon of social entrepreneurship. It also reviews ways in which European and national policies support the social economy and social enterprise. The guide is available in printed format in English, French and German.

Workshop 03 June 2013 – Brussels: ”Crowdfunding: Untapping its potential, reducing the risks“: What drives its growth and what are the obstacles to it? Can it help to fill the financing gap for small firms and start-ups? How do philanthropic, artistic and social projects use crowdfunding? What are the opportunities and risks in product pre-sales? How do peer-to-peer lending and equity-based crowd investment perform; what are their advantages and pitfalls? How to ensure the integrity of these models of crowdfunding and protect contributors? The European Commission, DG Internal Market and Services is organising a workshop to explore these issues and more related to crowdfunding.

European Social Entrepreneurship Funds (EuSEF) and European Venture Capital Funds: vote/adoption by the co-legislator in March: The Commission adopted proposals for regulations on European Social Entrepreneurship Funds (EuSEF) and European Venture Capital Funds on 07.12.2011. On 12 March 2013 the European Parliament voted the legislative resolution on both files. The Council adopted the 2 regulations on 21 March 2013.

Dormant patent: The Staff Working Document recently published by DG Enterprise and Industrypdf(203 KB) Choose translations of the previous link  analyses the major obstacles European companies and in particular SMEs, of which many are social enterprises, have to face in valorising existing patents, especially ‘dormant patents’. While describing the current European initiatives aimed at addressing issues in this area, it also outlines short- to medium- and long-term options for making better use of “dormant patents”. This document is available in English.

Services of general economic interest – updated guide: The European Commission services have published an updated guide explaining how EU rules in the fields of state aid, public procurement and the internal market apply to services of general economic interest (SGEI). The guide provides simple and comprehensive answers to the most frequent questions asked by public authorities, service users and providers and other stakeholders, many of which are social enterprises. The revision takes account of the new state aid rules on SGEI that the Commission adopted in December 2011 and April 2012, the so-called “Almunia” Package. The guide will be made available in all languages. The English version of the guide is already available.

Second social innovation tournament launched by the European Investment Bank: The European Investment Bank launched the second edition of their Social Innovation Tournament on 14 February 2013.
