The Commission has recently proposed an initiative on Privacy Enhancing Technologies as part of the draft 5th Framework Programme on Research and Technological Development. The effective protection of the right to privacy as established by the EC data protection Directive will thus benefit from the technological push. The idea of Privacy Enhancing Technologies (PETs) is that information and communication systems and technologies should be designed with a view to avoiding or minimising the use of personal data. Users will also be enabled to make informed decisions about the collection, use, and disclosure of personal information during on-line activities, for example, on the Internet. The legal principle that, without a legitimate reason, personal data cannot be used and the individual should remain anonymous, will thus be given substance. The proposed 5th Framework Programme on Research and Technological Development is currently under consideration by the Council and the European Parliament.
