On 13 May 1996, the General Affairs Council adopted Directive 96/30/EC ⁽¹⁾ modifying Council Directive 94/80/EC on the right to vote and to stand as a candidate in municipal elections for citizens of the Union residing in a Member State of which they are not nationals ⁽²⁾ .The annex of Directive 94/80 is thus amended in order to include, for the three new Member States, the references to the municipalities in which non-national Union citizens are now entitled to participate in the elections on the same conditions as nationals.
