Evaluation of the impact of the Public procurement Directives: 1993
to 2002
An independent external evaluation of the Public procurement Directives
in force between 1993 and 2002 (Directives 92/50/EEC, 93/36/EEC, 93/37/EEC
and 93/38/EEC) has reached a significantly positive assessment of their
effects. It concludes that transparency has increased, the playing field
is more level and better procurement practices have been encouraged. It
considers that an increase in competition has certainly resulted from the
Directives. The overall orders of magnitude for the overall improvement in
welfare are estimated as somewhere between a little less than €5 billion
and almost €25 billion a year by 2002.
The evaluation has been undertaken by Europe Economics for the DG
Internal Market and Services of the European Commission in order to
increase accountability and help improve the basis for future policy
making. The evaluation report, its conclusions and recommendations reflect
the views of the consultants and not necessarily those of the Commission
Services.
While it is still too early to begin to evaluate the results of the new
consolidated Directives adopted in 2004 (2004/17/EC and 2004/18/EC)
preparatory work is already underway to prepare for an interim evaluation
of the new Directives in due course.
