Code of ConductThe purpose of the Code, drawn up by the European Union in March 2001, is to guarantee that consumers receive transparent and comparable information on housing loans in order to encourage cross-border competition. The Commission is satisfied with the overall result despite gaps in the Code's geographical coverage. More than 3 600 mortgage lending institutions had already agreed to comply with the Voluntary Code of Conduct on housing loans when it came into effect on 30 September 2002.
