07.07.2009 FSAP Evaluation studies  
  In the framework of the economic evaluation of the Financial Services Action Plan the European Commission launched two studies: a study to assess the general economic impact of the FSAP and – to complement the general assessment – a survey to estimate the cost of compliance with the FSAP measures. Work on both studies commenced in December 2007.
The study “Evaluation of the economic impact of the FSAP was contracted to CRA International. The aim of this study is to provide an economic assessment of the specific impact of the FSAP on the EU financial services sector. The study was completed in March 2009. PDFEnglish
The “Survey on the cost of compliance with selected FSAP measures” was contracted to Europe Economics. It is based on direct interviews of a sample of companies to obtain their estimates of the costs of compliance with the provisions of selected directives. The study was completed in January 2009.   The Résumé of Contributions summarises the advice received in the Workshop on Methodology held on 25 October 2006 as well as any contributions submitted before and after the Workshop (until the end of November 2006). It seeks to represent a basis for discussion and does not prejudge the final approach, which will be adopted for the Terms of Reference of the Evaluation Study.

  Contributions of experts  
27.09.2006 Workshop on Methodology for the FSAP Evaluation – Part II  
  In preparation of the second part of the evaluation of the Financial Services Action Plan, namely an evaluation of the economic impact of the FSAP, the Commission has organised a Workshop on Methodology on 25 October 2006 in Brussels. Economic experts representing the financial services industry, supervisors, consumers and the academic world have been invited to present their views on how best to carry out the evaluation of such a complex programme. Apart from the experts’ presentations, each panel included also  an exchange of views with the audience. The advice received in the Workshop will help the Commission to identify parameters for the FSAP economic evaluation study, which will be launched in 2007. Transposition of Financial Services Action Plan (FSAP) Directives and Post-FSAP Directives

Since 8th January 2008, the tables and charts on transposition of FSAP Directives have been complemented by including Directive 2005/60/EC of the European Parliament and of the Council of 26 October 2005 on the prevention of the use of the financial system for the purpose of money laundering and terrorist financing (3rd Money Laundering Directive).

Transposition of Lamfalussy Directives (MiFID, Market Abuse, Prospectus, Transparency)

Since 1 December 2009, the Commission also publishes tables and charts monitoring the transposition of financial services directives that have been adopted in the aftermath of the Financial Services Action Plan, “Post-FSAP directives”. These tables and charts include directives amending the Financial Services Action Plan directives.

Forum Groups of Market Experts

Explanatory note

The Commission’s Action Plan for Financial Services announced the creation of a number of groups of market experts which would assist the Commission in identifying imperfections and practical obstacles to the functioning of specific areas in the single market. The first five such “Forum Groups” have been set-up and their participants have been selected with the assistance of European representative organisations. The work of each Forum Group has been guided by a basic setting out the broad lines for debate (although the groups were free to discuss other issues which they considered relevant to the work of their group).
