Digital Broadcasting



The Digital Broadcasting page aims to help you navigate through the digital broadcasting aspects of the EU electronic communications regulatory package and related policy measures like digital switchover. So this page provides a series of links to relevant materials like studies and committee documents. We also provide links to other parts of the Commission’s audiovisual and information society policies.

The mission statement of DG Information Society/B1 Unit (Policy Development and Regulatory Framework) is to develop together with sector players (users, operators, service providers, National Regulatory Authorities and Member States) policies for a converging market (that includes telecoms, digital radio and TV and next generation networks) and to develop a regulatory environment that is conducive to innovation, investment and competition, and thus to achieve for all users a choice of communications services of high quality at fair prices.

b. DBEG Papers 

The Digital Broadcasting Expert Group was established by the ONP Committee on 4th October 2000. Its aim was to share good practice regarding the transposition of the TV standards directive 95/47 and to advise on technical, market and regulatory issues related to digital broadcasting, including digital radio with a view to promoting best practice. The activity of this group is currently suspended. 

Future papers on digital broadcasting will be available on the web pages of the relevant committees and groups on electronic communications (see link above), no new documents published so far.

1.  March 2003 - Interoperability service diversity and business models in digital broadcasting 

2.  March 2003 - Assessment of the Member States measures aimed at fulfilling certain general interest objectives linked to broadcasting, imposed on providers of electronic communications networks and services, in the context of the new regulatory framework.

 3. April 2002 - Study on "Digital Switchover in Broadcasting" by BIPE consulting and responses to public consultation (until 1st July 2002)
