Workshop on Unsolicited Commercial Communications or Spam
A one day workshop on unsolicited commercial communications or spam will take place in Brussels on 16 October 2003.
Building on the ‘opt-in’ regime to be introduced in all Member States by the end of October, the workshop will aim at discussing additional measures needed to address the various legal, technical and educational facets of spam e.g.: effective enforcement by public authorities, co-operation within industry (filtering, codes of conduct), consumer awareness, international co-operation.
The workshop will be introduced by Commissioner Liikanen. The results will be used in the context of a Commission Communication expected later this year on the subject.
The workshop is primarily addressed at Member States, industry and consumer associations, but is open to all interested parties. Attendance is free of charge but prior registration is required.

Commission ready to ensure regulatory co-ordination in electronic communications
The European Commission today took an important step towards putting into place the new Framework Directive for electronic communications networks and services. As Commissioners Liikanen and Monti announced at the open workshop held on 15 July 2003 in Brussels, the Commission is preparing to exercise its new tasks under Article 7 of the Directive. These preparations include the adoption of the Recommendation on notifications, time limits and consultations regarding the procedures to be followed for notifications of draft measures by national regulators pursuant to Article 7. The adopted Recommendation was discussed extensively with national regulators, the European Regulators Group (ERG) and Member States.

Open Platforms Communication COM(2003)410 (09/07/2003)
On 9th July, the Commission adopted a communication on open platforms. This Communication responds to the requests from the Barcelona and Seville European Councils for the Commission to produce a report on "the remaining barriers to the achievement of widespread access to new services and applications of the information society through open platforms in digital television and 3G mobile communications". The document analyses the provision of Information Society services over different networks using different end user terminals and concludes that a multi-platform environment is most likely to develop to provide services on demand wherever users want to access them. Interface technology is explored for its impact on consumer choice. The Communication identifies the voluntary moves on the part of industry to achieve interoperability in 3G. It also presents the measures adopted in Community legislation to foster interoperability in interactive digital TV services. The Communication identifies several challenges to the successful deployment of digital terrestrial television, including the management of switchover from analogue to digital transmission, as well as the creation of attractive interactive services and viable business models.

Public workshop on "The electronic communications consultation mechanism " provided for by Article 7 of the Framework Directive 2002/21/EC (01/07/03)
A public workshop will take place in Brussels on 15 July 2003 from 10:00 to
13:00 in the Charlemagne building. The workshop aims to explain how the
Commission will handle its new duties under Article 7 and to provide an overview
of the Commission's preparations regarding the procedures envisaged for
notifications under Article 7. The workshop , introduced by Commissioners
Liikanen and Monti, will be open to anyone who may have an interest in how this
consultation mechanism will work in practice. In the afternoon, a meeting
restricted to public authorities (national regulatory authorities, national
competition authorities and ministries) will take place .
The workshop is open to anyone who may have an interest in this. Attendance is

Call for proposals for study on radio spectrum
The Radio Spectrum Policy unit of Information Society Directorate General has published a call for tender for a study entitled "information on the allocation, availability and use of radio spectrum in the Community".
All tenders or requests to participate should be submitted at the latest on 4 August 2003 at 16H00.
The opening of the tenders is scheduled to take place on 13 August 2003 at 11H00.

Open workshop on the European Telephony Numbering Space (ETNS)
This public workshop will take place in Brussels on 24 June
2003.
The ETNS will provide a platform for access to and the delivery of services from
anywhere in Europe. It will promote greater competition in the provision
of services at the pan-European level, generate more choice and opportunities
for service providers and provide users with access to new services within a
wider economic area than their country of residence.
The purpose of the workshop is to identify demand from market players for ETNS. A range of potential service providers and service producers has been invited to give their view on the commercial opportunities of the ETNS.
The workshop is open to anyone who may have an interest in the ETNS. Attendance is free of charge but registration is required.

Public Workshop on the study entitled
"Assessment of the Member States measures aimed at fulfilling certain general interest objectives linked to broadcasting, imposed on providers of electronic communications networks and services, in the context of the new regulatory framework"
A public workshop will take place in Brussels on 25 April 2003 from 10:00 to 13:30 in order to present the above-mentioned study carried out for the Commission by Eurostrategies.
Among the different issues analysed by the consultants are : (1) the economic implications of must-carry obligations, and the definition of a process to define a remuneration for cable operators to compensate the costs linked to the must-carry obligation ; (2) the appropriateness of spectrum valuation and the difficulties associated with moving from spectrum valuation to spectrum pricing in a sector like broadcasting which takes place in a multi-platform environment, and in the presence of general interest obligations on the broadcasters ; (3) how far there is a need for regulatory intervention in order to define how conditional access services should be priced and if so, who should pay the costs associated with the provision of these services.

European Commission adopts Recommendation to promote public wireless broadband services in Europe
The European Commission adopted today a recommendation that calls upon Member States to facilitate the use of Radio Local Area Networks (R-LAN) for accessing public services. The Recommendation encourages Member States to allow deployment of public R-LAN access networks without sector specific conditions and subject only to general authorisations.

World Radiocommunications Conference
Open consultation meeting
The European Commission and the Conference Preparatory Group (CPG) of the CEPT are organising an open consultation meeting in the context of the preparation for the World Radiocommunications Conference which will be held in Geneva in June 2003 (WRC-03), with a view to promote discussions in a public forum on the many issues addressed by WRC-03, and the European positions developed towards them.
Over 100 participants are expected to attend the two-day workshop, a significant proportion of which from industry and from non-commercial sectors.

At its inaugural meeting on 25 October in Brussels, the ERG has called for
contributions from interested parties on their priorities for areas where there
is a need of harmonisation of regulatory measures taken by national regulatory
authorities in the Member States.

"Comparative Assessment of the Licensing Regimes for 3G Mobile Communications in the European Union and their impact on the Mobile Communications

A public workshop has taken place on 17 September 2002 in order to present and discuss the above-mentioned study carried out for the Commission by McKinsey.
Mobile and Satellite Communications
On 11th June 2002, the Commission has adopted a Communication to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions entitled : "Towards the Full Roll-Out of Third Generation Mobile Communications".
The document provides an overview of the situation of the 3G sector today, analyses the major financial, technical and regulatory challenges associated with the roll-out of 3G services and identifies options to support this process.
