The Green Paper proposes to launch a number of new policy initiatives
and a public debate in Europe with all interested parties for
accelerating the wide deployment of innovative high-quality lighting
solutions, which are based on light emitting diode (LED) and organic LED
technologies and commonly referred to as 'Solid State Lighting' (SSL).
The Green Paper addresses both the demand and supply side. It first addresses policies targeting European users (professional users and consumers) for overcoming existing challenges for wider market uptake. It then proposes policies addressing the European lighting industry with the aim to foster its leading position and competitiveness thus contributing to the creation of growth and jobs in Europe. The Commission is seeking the views of all interested individuals and organisations on the relevant issues involved by collecting replies on specific questions set out in the Green Paper. |

The use of this band in the EU is currently restricted only to UMTS, whereby parts of it remain largely unused. The collected feedback will be assessed in the process of preparing a Commission Implementing Decision in 2012, supported by an Impact Assessment. | ||

The objective of the public consultation on costing methodologies is to stimulate an open debate on the principles of costing methodologies. The public consultation is part of the Commission's effort to boost the Single Market for telecoms services by ensuring consistent and coherent approaches to regulating telephone and broadband networks in all Member States, as announced in the Digital Agenda for Europe (DAE). The results will help the European Commission to draft EU guidance addressing matters concerning the power of national regulatory authorities to impose non-discrimination obligations under Article 10 of the Access Directive (2002/19/EC). | ||

| In Brief | The views of telecoms operators, Internet service providers, Member States, national data protection authorities consumer organisations and other interested parties are being sought by the European Commission on whether additional practical rules are needed to make sure that personal data breaches are notified in a consistent way across the EU. The revised ePrivacy Directive (2009/136/EC), which entered into force on 25 May 2011 as part of a package of new EU telecoms rules, requires operators and Internet service providers to inform, without undue delay, national authorities and their customers about breaches of personal data that they hold. The Commission wants to gather input based on existing practice and initial experience with the new telecoms rules and may then propose additional practical rules to make clear when breaches should be reported, the procedures for doing so, and the formats that should be used. Contributions to the consultation are welcome until 9th September 2011. | ||

| In Brief | The European Commission is seeking views from citizens, businesses, public administrations and other interested parties on how to fully benefit from 'cloud computing'. Cloud computing enables companies, public administrations and individuals, using networks such as the internet, to access their data and software on computers located somewhere else. It can help businesses – especially SMEs – to drastically reduce information technology costs, help governments supply services at a lower cost and save energy by making more efficient use of hardware. Cloud computing is already used widely, for example for web-based e-mail services. This trend is growing and cloud services are expected to generate revenues of almost €35 billion in Europe by 2014. Promoting the right conditions for citizens and businesses to best benefit from this technical development is one of the actions foreseen by the Digital Agenda for Europe. The online public consultation will run until the August 31st. Responses will feed into the preparation of a European cloud computing strategy that the Commission will present in 2012. | ||

The European Commission has been investing in eHealth research for over
20 years. Since 2004, it has been developing targeted policy initiatives
aimed at fostering widespread adoption of eHealth technologies across
the EU. In 2010, the flagship initiatives Digital Agenda for Europe and Innovation Union were launched as part of the EU's "Europe 2020" strategy for smart, sustainable and inclusive growth. Both flagships incorporate an important role for eHealth: the Digital Agenda for Europe includes a number of targeted eHealth actions and goals as part of a wider strategy towards sustainable healthcare and ICT-based support for dignified and independent living. The Innovation Union strategy, introduces the concept of a pilot European Innovation Partnership on active and healthy ageing, which will be launched in 2011. In parallel, Member States have been taking a complementary and pro-active approach to eHealth. Council Conclusions adopted on 1st December 2009 called upon the European Commission to update the 2004 eHealth Action Plan. This has been followed up by the creation of the "eHealth Governance Initiative", driven by Member States and jointly supported by DG INFSO and SANCO. The overall objective of the initiative is to contribute actively to the shaping of the eHealth political agenda at EU level, with a specific focus on interoperability. This second eHealth action plan (eHAP) provides an opportunity to consolidate the actions which have been addressed to date, take them a step further where possible and provide a longer term vision for eHealth in Europe, in the context the EU 2020 Strategy, the Digital Agenda for Europe as well as Innovation Union and its associated European Innovation Partnership on Active and Healthy Ageing. The questionnaire is open to all interested stakeholders and aims at understanding if the proposed policy objectives are in line with the aims, objectives and expectations of stakeholders. On 18th February 2011, the Commission launched a public consultation on electronic identification, authentication and signatures in the European digital single market. The consultation seeks feedback on citizens' and businesses' expectations of EU rules on electronic signatures,
identification and authentication; the ICT sector's view on how eSignatures can be best tailored to face the forthcoming challenges triggered by technological progress. Interested parties are asked to express their views by 15 April 2011 on existing barriers, security
requirements, potential grading of security levels, and expectations on standardisation; the common set of principles which should guide the mutual recognition of eIdentification and eAuthentication in Europe, as well as considerations for economies of scale by allowing national eID
systems, benefiting users across EU borders, and cross-sector uses in the public and private sectors; the potential contribution of research and innovation to the development of new eIdentification and eSignatures authentication, such as alternatives to Public Key Infrastructure (PKI)
currently in use for the easy management of electronic signatures, and eID-cards. The online questionnaire has been designed to be quick to complete, and it is not necessary to answer all questions. |

| In Brief | This consultation forms a key part of the Commission's review of the amended Roaming Regulation (EC) 544/2009 which expires on 30 June 2012. The Commission must complete its review and report on the functioning of that Regulation to the European Parliament and Council by no later than 30 June 2011. Among the key questions raised in this consultation are whether regulatory intervention will be necessary for roaming charges post June 2012 and, if so, what is the most appropriate approach to such regulation. The Digital Agenda for Europe lists the revision of the Directive
2003/98/EC on the re-use of public sector information (PSI Directive)
among its first key actions. It highlights that governments can
stimulate content markets by making PSI available on transparent,
effective and non-discriminatory terms. This is an important source of
potential growth of innovative on-line services. Consultation of interested parties forms part of the review process. The purpose of this open consultation is to gather information from as many sources as possible, including governments, public sector content holders, commercial and non-commercial re-users and other interested parties on their views on the review of the PSI Directive. The consultation will feed into the debate on possible policy options that should be considered for the review, and will contribute to the impact assessment that will be carried out subsequently, associated with proposals for possible legislative or other measures. |

In case of a severe crash, an eCall-equipped vehicle will automatically
call 112, the EU's single emergency number. Even if no passenger is able
to speak, e.g. due to injuries, a minimum set of data with information
about the accident is sent automatically. The minimum set of data
includes the exact geographic location of the crash site. eCall can also
be activated manually. eCall has the potential to reduce the time that
emergency services will need to arrive at the accident scene. This will
contribute to reducing the number of people killed in road accidents, as
well as the severity of injuries. The European Commission is carrying out an impact assessment of the eCall deployment. The assessment considers various policy options (no intervention, voluntary approach or mandatory implementation of eCall) to implement the eCall system in Europe. The main objective of this public consultation is to collect the opinions of stakeholders and EU citizens on the issue and therefore ensure the transparency of the decision making process. DG Information Society and Media has launched a public consultation on future universal service principles in the area of electronic communications networks and services. A public workshop on this matter will be also held in Brussels on 30 March 2010. This consultation is part of the European Commission's follow-up to its Declaration on universal service to the European Parliament in the context of the negotiation of the 'Telecom Package' in 2009 and the second periodic review of the scope of universal service in 2008 (COM(2008) 572). The aim is to facilitate an open-ended and wide ranging public debate relating to the place of universal service provision in electronic communications in a competitive and rapidly-evolving digital environment. The consultation is facilitated by a questionnaire which sets out the key areas for discussion. |

The European Commission launched a wide consultation on strategic priorities for an EU radio spectrum policy programme for 2011-2015. Access to radio spectrum is essential for developing the digital society and ensuring that not only EU citizens in cities but also in isolated areas can enjoy the benefits of innovative services. In a time of economic turmoil, the roll-out of fast wireless services help for economic recovery and growth, and will ensure high-quality jobs and long term EU competitiveness. Industry, consumers and other stakeholders are invited to express their views in response to the consultation by 9 April. In June 2007, the Commission issued a Communication on the evaluation of ENISA which included an appraisal of an evaluation conducted by an
external group of experts. The evaluation report identified a number of
problems, but also indicated certain positive aspects of the Agency's
achievements in the light of the limited means at its disposal. The
Commission responded to the concerns identified by proposing a
Regulation establishing a European Electronic Market Communications
Authority to replace the European Regulators Group and to take over
responsibility for ENISA's activities after the expiry of its mandate.
Since the ENISA Regulation would have expired on 13 March 2009, the Commission, in order to ensure continuity, proposed an interim measure to extend its duration. In September 2008, the European Parliament and the Council adopted the Regulation extending ENISA's mandate 'à l'identique' with three years till March 2012. On that occasion, the European Parliament and the Council, called for 'further discussion on the future of ENISA and on the general direction of the European efforts towards an increased network and information security'. The Commission has been requested to contribute to this discussion. In order to facilitate this debate, the Commission’s services are organising an online consultation to gather contributions from as many stakeholders as possible on the possible objectives for a strengthened network and information security policy at EU level and on the means to achieve those objectives. |

According to a Commission study (covering EU-25), the retail revenues from content online will more than quadruple from €1.8bn in 2005 to €8.3bn by 2010). With the Communication "Creative Content Online in Europe's Single Market", the Commission is launching today a public consultation in order to prepare – by mid 2008 – an EU Recommendation on Creative Content Online for adoption by the European Parliament and the Council. The Commission made public on 12 July the preliminary conclusions drawn from the consultations of experts and stakeholders on the future EU rules for audiovisual content. These new rules would cover – in a manner adapted to the type of service – audiovisual content services, whether linear or non-linear, whatever the delivery platform (e.g. broadcast, high-speed broadband, third generation mobiles). The objective is to provide a pro-competitive and flexible framework for audiovisual content services in Europe. To structure the final debate on the new EU rules, the Commission Services published five issues papers, which summarise the results of the discussions so far. The Directorate-General Information Society and Media of the European Commission invites all interested parties to submit their observations on these issues papers by 5 September 2005. Following this final round of consultations, the Commission will present a proposal for the new EU rules, which will replace the Television Without Frontiers Directive of 1989. |

| Description | Within the past few years a multiplication of videosurveillance systems has been observed. This has raised a lively debate in order to identify the conditions and limitations that should apply to the installation and to the implementation of this kind of system as well as the necessary safeguards for data subjects. Starting from the existence of a variety of different legal situations in the Member States the present working document is meant to provide an initial analysis regarding the application of Directive 95/46/EC. It has been drafted by the group established by Art. 29 of Directive 95/46/EC relating to the protection of personal data. This group is composed of European Data Protection Commissioners. The public consultation aims to collect the opinion of interest groups on this subject. As a next step the group of European Data Protection Commissioners will possibly adopt a recommendation on this question. |
