 Consultation on the Green Paper "Lighting the Future: Accelerating the Deployment of Innovative Lighting Technologies" Closing Date 29/2/2012
In Brief The Green Paper proposes to launch a number of new policy initiatives and a public debate in Europe with all interested parties for accelerating the wide deployment of innovative high-quality lighting solutions, which are based on light emitting diode (LED) and organic LED technologies and commonly referred to as 'Solid State Lighting' (SSL). The Green Paper addresses both the demand and supply side.
It first addresses policies targeting European users (professional users and consumers) for overcoming existing challenges for wider market uptake. It then proposes policies addressing the European lighting industry with the aim to foster its leading position and competitiveness thus contributing to the creation of growth and jobs in Europe.
The Commission is seeking the views of all interested individuals and organisations on the relevant issues involved by collecting replies on specific questions set out in the Green Paper.

 Introduction of Harmonised technical conditions for the terrestrial 2 GHz band Closing Date 18/1/2012
In Brief The European Commission launched on 15/11/2011 a public consultation on the introduction of technical harmonisation measures at EU level in the terrestrial 2 GHz band (1900-1980 MHz, 2010-2025 MHz and 2110-2170 MHz). The use of this band in the EU is currently restricted only to UMTS, whereby parts of it remain largely unused. The collected feedback will be assessed in the process of preparing a Commission Implementing Decision in 2012, supported by an Impact Assessment.

 Public consultation on costing methodologies for key wholesale access prices in electronic communications Closing Date 28/11/2011
In Brief The European Commission is seeking the views of national regulatory authorities, telecoms operators, businesses, investors and other interested parties on wholesale access pricing in electronic communications. The questionnaire addresses separately different costing methodologies relating to the implementation of the cost-orientation obligation and investment incentives in the transition period from copper to fibre-based networks. The objective of the public consultation on costing methodologies is to stimulate an open debate on the principles of costing methodologies. The results of the consultation will help the Commission to draft EU guidance for national regulatory authorities on how to set wholesale access prices in the transition period from copper to fibre-based networks, as announced in the Digital Agenda for Europe (DAE).

 Public consultation on the application, monitoring and enforcement of non-discrimination obligations in electronic communications Closing Date 28/11/2011
In Brief The European Commission is seeking views from telecoms operators, consumer organisations, national regulators, Member States and other interested parties on how best to ensure a consistent application of non-discrimination remedies across the EU. In particular, the questionnaire addresses the issue of significant variations in the scope of the remedy, as well as compliance monitoring in this field and enforcement mechanisms, throughout the Member States. The public consultation is part of the Commission's effort to boost the Single Market for telecoms services by ensuring consistent and coherent approaches to regulating telephone and broadband networks in all Member States, as announced in the Digital Agenda for Europe (DAE). The results will help the European Commission to draft EU guidance addressing matters concerning the power of national regulatory authorities to impose non-discrimination obligations under Article 10 of the Access Directive (2002/19/EC).

 Public consultation on personal data breach notifications under ePrivacy Directive Closing Date 9/09/2011
In Brief The views of telecoms operators, Internet service providers, Member States, national data protection authorities consumer organisations and other interested parties are being sought by the European Commission on whether additional practical rules are needed to make sure that personal data breaches are notified in a consistent way across the EU. The revised ePrivacy Directive (2009/136/EC), which entered into force on 25 May 2011 as part of a package of new EU telecoms rules, requires operators and Internet service providers to inform, without undue delay, national authorities and their customers about breaches of personal data that they hold. The Commission wants to gather input based on existing practice and initial experience with the new telecoms rules and may then propose additional practical rules to make clear when breaches should be reported, the procedures for doing so, and the formats that should be used. Contributions to the consultation are welcome until 9th September 2011.

 Public Consultation on Cloud Computing Closing Date 31/08/2011
In Brief The European Commission is seeking views from citizens, businesses, public administrations and other interested parties on how to fully benefit from 'cloud computing'. Cloud computing enables companies, public administrations and individuals, using networks such as the internet, to access their data and software on computers located somewhere else. It can help businesses – especially SMEs – to drastically reduce information technology costs, help governments supply services at a lower cost and save energy by making more efficient use of hardware. Cloud computing is already used widely, for example for web-based e-mail services. This trend is growing and cloud services are expected to generate revenues of almost €35 billion in Europe by 2014. Promoting the right conditions for citizens and businesses to best benefit from this technical development is one of the actions foreseen by the Digital Agenda for Europe. The online public consultation will run until the August 31st. Responses will feed into the preparation of a European cloud computing strategy that the Commission will present in 2012.

 eHealth Action Plan 212-2020 public consultation Closing Date 25/05/2011
In Brief The European Commission has been investing in eHealth research for over 20 years. Since 2004, it has been developing targeted policy initiatives aimed at fostering widespread adoption of eHealth technologies across the EU.

In 2010, the flagship initiatives Digital Agenda for Europe and Innovation Union were launched as part of the EU's "Europe 2020" strategy for smart, sustainable and inclusive growth. Both flagships incorporate an important role for eHealth: the Digital Agenda for Europe includes a number of targeted eHealth actions and goals as part of a wider strategy towards sustainable healthcare and ICT-based support for dignified and independent living. The Innovation Union strategy, introduces the concept of a pilot European Innovation Partnership on active and healthy ageing, which will be launched in 2011.
In parallel, Member States have been taking a complementary and pro-active approach to eHealth. Council Conclusions adopted on 1st December 2009 called upon the European Commission to update the 2004 eHealth Action Plan. This has been followed up by the creation of the "eHealth Governance Initiative", driven by Member States and jointly supported by DG INFSO and SANCO. The overall objective of the initiative is to contribute actively to the shaping of the eHealth political agenda at EU level, with a specific focus on interoperability.
This second eHealth action plan (eHAP) provides an opportunity to consolidate the actions which have been addressed to date, take them a step further where possible and provide a longer term vision for eHealth in Europe, in the context the EU 2020 Strategy, the Digital Agenda for Europe as well as Innovation Union and its associated European Innovation Partnership on Active and Healthy Ageing.
The questionnaire is open to all interested stakeholders and aims at understanding if the proposed policy objectives are in line with the aims, objectives and expectations of stakeholders. It further aims to examine if there are additional areas which require further development in the context of the action plan.

Public consultation on electronic identification, authentication and signatures in the European digital single market Closing Date 15/04/2011
In Brief On 18th February 2011, the Commission launched a public consultation on electronic identification, authentication and signatures in the European digital single market. The consultation seeks feedback on citizens' and businesses' expectations of EU rules on electronic signatures, identification and authentication; the ICT sector's view on how eSignatures can be best tailored to face the forthcoming challenges triggered by technological progress. Interested parties are asked to express their views by 15 April 2011 on existing barriers, security requirements, potential grading of security levels, and expectations on standardisation; the common set of principles which should guide the mutual recognition of eIdentification and eAuthentication in Europe, as well as considerations for economies of scale by allowing national eID systems, benefiting users across EU borders, and cross-sector uses in the public and private sectors; the potential contribution of research and innovation to the development of new eIdentification and eSignatures authentication, such as alternatives to Public Key Infrastructure (PKI) currently in use for the easy management of electronic signatures, and eID-cards. The online questionnaire has been designed to be quick to complete, and it is not necessary to answer all questions.

Survey on Digital Agenda for Europe Closing Date  
In Brief  

The Digital Agenda for Europe proposes a number of collective actions which must start now and continue over the next decade if we are to make "every European digital" –a digitally-empowered individual, with secure online rights and privacy protection, equipped to benefit from a vibrant and integrated digital EU market-place. Making this happen will require the active involvement of national, regional and local actors from all parts of society: government and business, citizen groups in all sectors from health and education to transport and energy, thinkers and - above all - doers.
If you believe that you and the organisation in which you work or cooperate have a stake in the digital future, now is the time for action. If you decide to do something, anything that supports the many important goals set out in the Digital Agenda, then we would like to ask you to register your intentions below.
The European Commission office in each country will be holding at least one session on the Digital Agenda for Europe. The information you provide will allow us to better prepare the sessions and shape them according to your interests.

Consultation on the future harmonisation of numbering resources for the provision of business services Closing Date 28/02/2011
In Brief The revised EU regulatory framework for electronic communications aims at enhancing the single market inter alia by way of harmonisation of numbering resources. In addition, the Digital Agenda for Europe (DAE) identifies further harmonisation in the area of numbering as one of the key issues for reinforcing the single market for telecommunications services. In particular, it highlights that improved harmonisation of numbering regimes on the basis of the framework could help European manufacturers and retailers by facilitating sales, after-sales and customer enquiry services over a single Europe-wide number. Against this background, this public consultation is intended to gather views of a wide range of stakeholders on the market demand for 'European' telephone numbers and on the most appropriate way in which they could contribute to meeting the DAE goals.

Consultation on a review of the functioning of the Roaming Regulation Closing Date 11/02/2011
In Brief This consultation forms a key part of the Commission's review of the amended Roaming Regulation (EC) 544/2009 which expires on 30 June 2012. The Commission must complete its review and report on the functioning of that Regulation to the European Parliament and Council by no later than 30 June 2011. Among the key questions raised in this consultation are whether regulatory intervention will be necessary for roaming charges post June 2012 and, if so, what is the most appropriate approach to such regulation. The output from the consultation will therefore complement the Commission's ongoing monitoring of developments in the roaming market, including the workshop on roaming held in March 2010, as well as the input from BEREC and the studies being undertaken by the Commission.

Consultation on the pilot European Innovation Partnership on Active and Healthy Ageing Closing Date 28/01/2011
In Brief The European Commission is seeking the views of public and private organisations, companies and individual citizens on how Europe could scale up innovation to meet the challenges of the ageing population in Europe, and in particular on a pilot European Innovation Partnership (EIP) on active and healthy ageing. Between 2010 and 2030, the number of Europeans aged over 65 will rise by nearly 40%, posing huge challenges but also offering great opportunities for Europe's society and economy. The EIP, due to be launched in 2011, will seek to improve the health and quality of life of older people, enabling them to live active and independent lives, to contribute to the sustainability and efficiency of health and social care systems; and to foster competitiveness and growth of businesses.

Public Sector Information - Access and re-use Closing Date 30/11/2010
In Brief The Digital Agenda for Europe lists the revision of the Directive 2003/98/EC on the re-use of public sector information (PSI Directive) among its first key actions. It highlights that governments can stimulate content markets by making PSI available on transparent, effective and non-discriminatory terms. This is an important source of potential growth of innovative on-line services.
Consultation of interested parties forms part of the review process. The purpose of this open consultation is to gather information from as many sources as possible, including governments, public sector content holders, commercial and non-commercial re-users and other interested parties on their views on the review of the PSI Directive. The consultation will feed into the debate on possible policy options that should be considered for the review, and will contribute to the impact assessment that will be carried out subsequently, associated with proposals for possible legislative or other measures.

Public consultation on the open internet and net neutrality Closing Date 30/09/2010
In Brief  

This consultation covers such issues as whether internet providers should be allowed to adopt certain traffic management practices, prioritising one kind of internet traffic over another; whether such traffic management practices may create problems and have unfair effects for users; whether the level of competition between different internet service providers and the transparency requirements of the new telecom framework may be sufficient to avoid potential problems by allowing consumers' choice; and whether the EU needs to act further to ensure fairness in the internet market, or whether industry should take the lead.

Deployment of in-vehicle Emergency call - eCALL - in Europe Closing Date 19/09/2010
In Brief In case of a severe crash, an eCall-equipped vehicle will automatically call 112, the EU's single emergency number. Even if no passenger is able to speak, e.g. due to injuries, a minimum set of data with information about the accident is sent automatically. The minimum set of data includes the exact geographic location of the crash site. eCall can also be activated manually. eCall has the potential to reduce the time that emergency services will need to arrive at the accident scene. This will contribute to reducing the number of people killed in road accidents, as well as the severity of injuries.
The European Commission is carrying out an impact assessment of the eCall deployment. The assessment considers various policy options (no intervention, voluntary approach or mandatory implementation of eCall) to implement the eCall system in Europe.
The main objective of this public consultation is to collect the opinions of stakeholders and EU citizens on the issue and therefore ensure the transparency of the decision making process.

Consultation on universal service principles in e-communications Closing Date 07/05/2010
In Brief  

DG Information Society and Media has launched a public consultation on future universal service principles in the area of electronic communications networks and services. A public workshop on this matter will be also held in Brussels on 30 March 2010.  This consultation is part of the European Commission's follow-up to its Declaration on universal service to the European Parliament in the context of the negotiation of the 'Telecom Package' in 2009 and the second periodic review of the scope of universal service in 2008 (COM(2008) 572). The aim is to facilitate an open-ended and wide ranging public debate relating to the place of universal service provision in electronic communications in a competitive and rapidly-evolving digital environment. The consultation is facilitated by a questionnaire which sets out the key areas for discussion.

Consultation/Call for Input in preparation for the Radio Spectrum Policy Programme Closing Date 09/04/2010
In Brief  

    The European Commission launched a wide consultation on strategic priorities for an EU radio spectrum policy programme for 2011-2015. Access to radio spectrum is essential for developing the digital society and ensuring that not only EU citizens in cities but also in isolated areas can enjoy the benefits of innovative services. In a time of economic turmoil, the roll-out of fast wireless services help for economic recovery and growth, and will ensure high-quality jobs and long term EU competitiveness. Industry, consumers and other stakeholders are invited to express their views in response to the consultation by 9 April. A "Spectrum Summit" will be organised jointly with the European Parliament on 22/23 March to discuss the programme.

With this public consultation the Commission's services wish to launch a wide-ranging debate on how to develop vibrant online markets for goods and services protected by intellectual property rights. The consultation addresses the role of legal online markets and explores a variety of copyright management models that may induce a more rapid development of such markets.

A consultation paper outlines the existing challenges for three groups of stakeholders – rightholders, consumers and commercial users – in order to start a reflection on possible European responses.
All interested parties are invited to comment on the ideas raised in this reflection paper, and in particular on the "Possible Actions" outlined in Chapter 5.

Post-i2010: priorities for new strategy for European information society (2010-2015) Closing Date 9/10/2009
In Brief Building on the success of the i2010 initiative*, Europe needs a new digital agenda to meet the emerging challenges, to create a world beating infrastructure and unlock the potential of the internet as a driver of growth and the basis for open innovation, creativity and participation. Europe needs to raise its game:

• to accelerate the economic recovery and maintain its world leadership in high-tech sectors;
• to spend research budgets more effectively so that bright ideas are marketed and generate new growth;
• to kick-start ICT-led productivity to offset GDP stagnation as the labour force starts to shrink when the baby boomers retire;
• to foster new, smarter, cleaner technologies that can help Europe achieve a factor for growth; and
• to use networking tools to rebuild trust in Europe as an open and democratic society.

The purpose of this consultation is to help prepare a new EU initiative for the information society, which is planned for spring 2010.

In Brief The Commission announced its intention to set out concrete measures that will pave the way for ICT to contribute to energy efficiency gains and emission reductions. It will also call on the ICT sector to lead the way by setting itself concrete targets to become more energy efficient, by collectively agreeing a common approach to measuring energy performance and benchmarking progress. The Commission announced a new public consultation to establish a common base for commitments to and claims of improved energy efficiency. Only by identifying who does what within the set deadlines, that targets have a real chance of being achieved.

European Publishing SMEs in the Digital Era: Technological and Business Innovation Closing Date 2/06/2009
In Brief The European Commission pays particular attention to SMEs in the publishing sector. DG INFSO's Media Task Force has launched the initiative, "European publishing SMEs in the digital era: technological and business innovation ", in order to carry out a thorough investigation of the current state of publishing SMEs, in particular the obstacles they face and future development possibilities. This questionnaire is only aimed at SMEs in the field of publishing; therefore please consider the relevancy of the questionnaire to your company. "The category of micro, small and medium-sized enterprises is made up of enterprises which employ fewer than 250 persons and which have an annual turnover not exceeding 50 million euro, and/or an annual balance sheet total not exceeding 43 million euro."

“Towards a Strengthened Network and Information Security Policy in Europe” Closing Date 09/01/2009
In Brief In June 2007, the Commission issued a Communication on the evaluation of ENISA which included an appraisal of an evaluation conducted by an external group of experts. The evaluation report identified a number of problems, but also indicated certain positive aspects of the Agency's achievements in the light of the limited means at its disposal. The Commission responded to the concerns identified by proposing a Regulation establishing a European Electronic Market Communications Authority to replace the European Regulators Group and to take over responsibility for ENISA's activities after the expiry of its mandate.
Since the ENISA Regulation would have expired on 13 March 2009, the Commission, in order to ensure continuity, proposed an interim measure to extend its duration. In September 2008, the European Parliament and the Council adopted the Regulation extending ENISA's mandate 'à l'identique' with three years till March 2012. On that occasion, the European Parliament and the Council, called for 'further discussion on the future of ENISA and on the general direction of the European efforts towards an increased network and information security'. The Commission has been requested to contribute to this discussion. In order to facilitate this debate, the Commission’s services are organising an online consultation to gather contributions from as many stakeholders as possible on the possible objectives for a strengthened network and information security policy at EU level and on the means to achieve those objectives.

In Brief The context of this consultation is the preparation of a Communication from the European Commission on the Internet of Things (IoT), planned for the second quarter of 2009. Such a Communication was announced in the Communication from the European Commission on "Radio Frequency Identification (RFID) in Europe: steps towards a policy framework (COM(2007) 96 final.) The Communication on the Internet of Things will propose a policy approach addressing the whole range of political and technological issues related to the move from RFID and sensing technologies to the Internet of Things. It will focus especially on architectures, control of critical infrastructures, emerging applications, security, privacy and data protection, spectrum management, regulations and standards, broader socio-economic aspects.

In Brief The European Commission invites feedback by industry, consumers and other interested stakeholders to review the functioning and effectiveness of the EU Roaming Regulation, which entered into force on 30 June 2007. According to the provisions of the Regulation, the Commission must report to the European Parliament and the Council in 2008 about the functioning of the new roaming rules and their effects. In Brief The Commission is preparing a Recommendation that will address the issues raised by the use of RFID in terms of privacy, data protection and information security. As part of this preparation, and given the importance of this forthcoming Recommendation, the Commission has decided to put up for public consultation all the articles that are currently being considered in its draft Recommendation. This will allow all stakeholders to voice their opinion on the subject.The public consultation will be open until 25 April. In Brief The market for online content is developing at a rapid pace. According to a Commission study (covering EU-25), the retail revenues from content online will more than quadruple from €1.8bn in 2005 to €8.3bn by 2010). With the Communication "Creative Content Online in Europe's Single Market", the Commission is launching today a public consultation in order to prepare – by mid 2008 – an EU Recommendation on Creative Content Online for adoption by the European Parliament and the Council. The Recommendation would cover the following issues : transparency (labelling) and interoperability of DRMs; encouragement of innovative licensing regimes in the area of audiovisual works; and legal offers and piracy. On the main elements of the future proposal, the Commission wishes to further consult interested stakeholders. Therefore, all stakeholders are invited to take  position on the elements listed in the Annex to this Communication by 29/02/2008.

Public Consultation to prepare for the European e-Inclusion Strategy Closing Date 15/08/07
In Brief The Commission will launch a European Initiative on e-Inclusion in 2008. In order to prepare for the initiative the Commission will propose a comprehensive approach to e-Inclusion by the end of 2007 to support the achievement of the objectives of the Riga Ministerial Declaration (June 2006). This consultation will help prepare the approach and will be on-line until 15th August 2007. Feedback is expected from Europe’s citizens, civil society organisations, business entities, public authorities on key areas of e-Inclusion : e-Accessibility, digital literacy and competences, inclusive e-Government, Information and Communication technologies for cultural diversity, information and communication technologies for active ageing at work and the role of stakeholders in reaching e-Inclusion goals. New EU Regulation on international mobile roaming : Final phase of consultationsClosing Date 12/05/06
In Brief This new EU regulation to bring down international roaming charges, would introduce the "home pricing" principle for using your mobile phone abroad. It could come into effect by summer 2007, provided that the European Parliament and the Council of Ministers can agree on a final text by then. A first phase of consultations, on the general idea of an EU regulation to bring down international roaming charges, took place from 20 February to 22 March 2006. This second phase will allow all interested parties -mobile phone operators, their business customers, consumers, trade associations and other stakeholders- to comment on the specific shape of the new Regulation.

In Brief As the current generation of the internet will "run out of space" because of its lack of addresses, IPv6 -the sixth version of the Internet Protocol- will succeed and provide a wide range of addresses and services. It will underpin the convergence process between fixed and mobile, as well as between data, voice and video. With IPv6, addresses can be assigned to a new breed of internet-capable devices -mobile phones, car navigation systems, home appliances, industrial equipment and much more. All of these devices can be linked together, constantly communicating wirelessly. After intense developments and investments, first IPv6 deployments are happening at European and Global level. The European Commission is engaging in a process of identifying the hurdles and triggers for IPv6 deployment and ultimately to define policies moving forward its wide adoption. As part of this process, a consultation on IPv6 evolution is now launched.

In mid-March, the Commission announced further steps in its Communication on "Better Regulation for Growth and Jobs". This includes the launch of a major new simplification programme by October, 2005. The European Commission is keen to hear from businesses and other interested parties which rules need to be simplified because they stand in the way of sustainable growth, deter business investment or hinder job creation.

Final phase in consultations on  modernising the EU's rules for audiovisual contentClosing Date 05/09/05
In Brief

The Commission made public on 12 July the preliminary conclusions drawn from the consultations of experts and stakeholders on the future EU rules for audiovisual content. These new rules would cover – in a manner adapted to the type of service – audiovisual content services, whether linear or non-linear, whatever the delivery platform (e.g. broadcast, high-speed broadband, third generation mobiles). The objective is to provide a pro-competitive and flexible framework for audiovisual content services in Europe.

To structure the final debate on the new EU rules, the Commission Services published five issues papers, which summarise the results of the discussions so far. The Directorate-General Information Society and Media of the European Commission invites all interested parties to submit their observations on these issues papers by 5 September 2005.

    In Brief The European Commission has launched an open consultation on the future of European research policy. The consultation follows the publication of "Science and technology, the key to Europe’s future – Guidelines for future European Union policy to support research", in which the Commission proposes a major expansion of the future EU research budget and to focus support on six major objectives. The results of the consultation will be used by the Commission in preparing the proposal for the 7th Framework Programme. All interested individuals and organisations are encouraged to provide their views and comments on the Commission’s proposals through an online questionnaire. The questionnaire can be completed quickly and also be used to provide more detailed comments. The deadline for responses is 15 October 2004. The Commission would welcome views from the research community and users of research in all EU countries as well as third countries.     The Commission is launching a wide consultation on its Communication “Towards a European Strategy for Nanotechnology” in which it proposed an integrated and responsible approach for developing nanosciences and nanotechnologies in Europe. This has raised a lively debate in order to identify the conditions and limitations that should apply to the installation and to the implementation of this kind of system as well as the necessary safeguards for data subjects. 

    Starting from the existence of a variety of different legal situations in the Member States the present working document is meant to provide an initial analysis regarding the application of Directive 95/46/EC. It has been drafted by the group established by Art. 29 of Directive 95/46/EC relating to the protection of personal data. This group is composed of European Data Protection Commissioners. 

    The public consultation aims to collect the opinion of interest groups on this subject. As a next step the group of European Data Protection Commissioners will possibly adopt a recommendation on this question.

    This document is a self-contained presentation on the future orientation of the programme. The document outlines the main issues to be addressed in the eTEN Workprogramme 2003 and seeks your help in focusing on the particular areas and topics that should be addressed in the upcoming call. It includes the questions and issues we would appreciate getting your comments on. The result of this consultation exercise will be the Workprogramme of eTEN for the year 2003. The consultation also looks forward to the further evolution of the programme in 2004.

    Description A public consultation has been launched on a report on remaining barriers to the achievement of widespread access to new services and applications of the Information Society through open platforms in digital television and 3G mobile communications that was prepared in response to requests from the Barcelona Summit and the Seville Council.

Comments will be published unless there is a request to the contrary. The Commission services will hold a public hearing on the document in Brussels currently scheduled for 4 February 2003.
