The legislative Adoption Process

The publication of the proposals on a new regulatory framework for the electronic Communications sector will launch the adoption process involving the other European institutions under the co-decision procedure. The process will mainly involve the European Parliament and the Council of Ministers, but also the European Economic and Social Committee and the Committee of Regions. The European Commission's page on the co-decision procedure describes the individual steps involved with the adoption of a legislative proposal. To follow the legislative adoption process of the individual legislative instruments which constitute the regulatory framework please consult the table below. Progress can also be checked on the Prelex site. Documents related to the 2006 Review can be found under News and Library on the right hand side on Tomorrow's Framework of the eCommunications site.

As soon as the proposals are published you will be able to follow the adoption process step by step in an overview table on this site.

Access to official documents:

EP documents, including preparatory reports drawn up by Rapporteurs and discussed in EP committees prior to final adoption, are made available on the EP website. See the Legislative Observatory for more information on the state of play of the package in the Parliament. Details of conciliation meetings, and the joint text, are made available on the EP website.

The Council Common Position is published in the Official Journal, some time after the Council has reached political agreement on the text. The Council issues a Press Release after each Telecoms Council.

Documents of the Economic and Social Committee and the Committee of the Regions are available on their respective websites.
