Commission 2nd public consultation on a revised draft Recommendation on regulated access to Next Generation Access networks

In many Member States, providers of electronic communications services have recently announced, or are already engaged in, the deployment of next generation access (NGA) networks for the provision of very high-speed broadband services. The deployment of NGA networks is a crucial component both for economic recovery and the future competitiveness of the EU, yet poses important regulatory challenges to national regulatory authorities (NRAs).

Following the first public consultation held in Autumn 2008, the Commission services have amended the first draft based on the numerous contributions received from stakeholders, input received from the European Parliament and the Council, theoretical and empirical evidence and on recent developments in the market.

The Commission in the course of the Article 7 procedure has also received and assessed notifications from NRAs relating to markets 4 and 5 of the Commission Recommendation of 17 December 2007 on relevant markets.

Against this background, the Commission has sought the views and contributions of all interested parties on its new and revised draft document (click here to download the draft Recommendation).

The public consultation ended on 24 July 2009.
