Ex-ante advertising for a negotiated procedure for a service contract on the application of non-discrimination obligations in electronic communications
The Digital Agenda for Europe identified the need to provide guidance to
national regulatory authorities on the application of non-discrimination
obligations as a priority.
In this context, a call for tenders will be sent soon to 7 candidates identified
by the European Commission for a service contract of a maximum value of €
30.000. The tenderers will be invited to assist the Commission in the
preparation of the Recommendation on application of non-discrimination
obligation under Article 10 of the Access Directive (including functional
separation under Article 13a).
Ex-ante advertising for a negotiated procedure for a service contract on costing methodologies for key wholesale access prices in electronic communications
The Digital Agenda for Europe identified the need to provide guidance to
national regulatory authorities on costing methodologies as a priority.
In this context, a call for tenders will be sent soon to 8 candidates identified
by the European Commission for a service contract of a maximum value of €
30.000. The tenderers will be invited to assist the Commission in the
preparation of the Recommendation on costing methodologies for setting wholesale
access prices by (i) setting a taxonomy for regulatory cost accounting and (ii)
defining and analysing costing methodologies in electronic communications
Study "Inventory and review of spectrum use: Assessment of the EU potential
for improving spectrum efficiency"

What is the objective of the study?
The study shall gather detailed information from each Member State, develop
a methodology and on that basis perform a review of existing spectrum use and
identify a set of frequency bands where efficiency of use can be improved. The
methodology shall include an analysis of the technical, economic and social
efficiency of existing spectrum use, as well as examine both private and public
spectrum users.

What is the objective of the study?
The purpose of this study is to assess the state of progress of the EU's
internal market for electronic communications networks and services, as well
as its economic potential in the 2020 horizon, taking into account the current
market organisation and regulatory set-up, including in the area of radio
spectrum policy. The study should be carried out by building on the general aims
in relation to electronic communications policy as outlined in the Digital
Agenda for Europe. It should be carried out with a view to identifying
possible policy measures to achieve a higher degree of EU market integration in
electronic communications networks and services which could bring about
additional benefits to the EU's electronic communications sector and to citizens
and businesses alike, including SMEs.

The objective of the present request to launch a call for tender is to continue to meet the needs for translation arising from the EU consultation mechanism established under Article 7 of the framework Directive 2002/21/EC (as amended by Directive 2009/140/EC). Notifications of draft regulatory measures submitted to the Commission by the European National Regulatory Authorities ("NRAs"), technical annexes to these notifications, responses by NRAs to requests for further information by the Commission, responses by other NRAs to notifications and other documents or messages in this context are required to be translated, within tight and legally binding deadlines, from their respective official community language of the EU into English. These services are associated with the application of the procedure for notifications as laid down in Article 7 of the Framework Directive for electronic communications ( "e-communications") networks and services and the Commission Recommendation on notifications, time limits and consultations.

What is the objective of the study?
This study is to analyse the likely evolution as well as the impact of an introduction of "Bill and Keep", among other interconnection charging methods, on the migration process towards IP network interconnection, assuming a lowering of network termination fees in the medium term, and to identify any necessary regulatory requirements at national and European levels so as to avoid regulatory fragmentation and to ensure the appropriate level of co-ordination in regulatory intervention across the EU.

Study "Options for the future of ETNS (European Telephony Numbering Space)".
What is the objective of the study?
In November 1992, a Council Resolution was adopted calling on Member States to start work within the framework of CEPT on the establishment of an ETNS, and inviting the Commission to facilitate its rapid introduction. Subsequent studies identified that there was potential demand for a numbering space to launch pan-European services. However, pursuant to advice of the ITU-T SG2, the ITU-TSB Director decided in spring 2008 to reclaim the ETNS code 3883 as of 31 December 2010. ETNS has difficulties to grow. One of the reasons is that it was conceived in the 90ies and that the concept is now outdated. Taking into account the proposed European Regulatory Authority's tasks in the field of numbering which include the administration and development of ETNS, it is important for the Commission to have a clear view on the possible options for the future ASAP.

Study on "Exploiting the Digital Dividend", a European Approach.
What is the objective of the study?
The study will assist the Commission in identifying and assessing the options and possible scenarios to achieve the required EU coordination of the digital dividend as outlined in the Commission Communication COM(2007) 799 on 'Reaping the full benefits of the digital dividend in Europe: A common approach to the use of the spectrum released by the digital switchover'. This will include as the main tasks:
— drawing up an inventory of national situations affecting the digital dividend,
— performing a socio-economic analysis to determine the potential social, cultural and economic impact of the main possible uses of the digital dividend,
— identifying and assessing external constraints affecting the process of a coordinated usage of the dividend in Europe,
— developing the main options and scenarios for the EU coordinated approach,
— proposing a 'roadmap' for implementation,
— assisting the Commission in its consultation of the various stakeholders and interested parties.
