1 December 2008 - Seminar for national judges : Legal issues in EU
telecommunications policy including Article 7 of Framework Directive 2002/21/EC

Following the previous successful seminars held in 2005 and 2007, the European
Institute for Public Administration ("EIPA") organised on behalf of the European
Commission (DG Information Society and Media) a third seminar for national
judges and representatives of National Regulatory Authorities ("NRA's").
This series of seminars is designed to establish a regular forum for relevant
stakeholders where national and community concerns meet, experience is
exchanged, and visions are shared. Also this year's programme focused on
'on-the-ground' practices of national telecom regulators and courts, the
European Commission and the Community Courts. It provided an update of the
regulatory and judicial developments in telecommunications sector, both within
the EU Member States and across Europe. As such, it took a close look at various
recent national courts' practices throughout the EU regarding topics like legal
standing of affected parties, the assessment of EU soft law and margin of
discretion.

26 January 2007 - Seminar for national judges : Article 7 of Framework Directive
2002/21/EC on electronic communications - Brussels, European Commission
premises
The European Institute for Public Administration (EIPA) organised on 26
January 2007 a seminar on behalf of the Commission as a follow-up requested by
the majority of the participants in the November 2005 event (first seminar).
This seminar focused on 'on-the-ground' experiences of all relevant
stakeholders: the regulatory authorities, the national courts, the European
Court of Justice and the European Commission. It did so by means of case studies
and comparisons, with the aim of identifying best practices as well as the best
way forward on achieving consistency of regulatory culture in the
e-communications sector. The seminar also addressed cross-border impact of
appeals. Last but not least, some light was shed on the ongoing review of the
electronic communications regulatory framework. In short, it proved to be once
more a successful and interesting seminar and a platform for information
sharing.

30 November 2005 - EIPA seminar in Brussels
The European Institute for Public Administration (EIPA) organised with full
support of the Commission a seminar for national judges intended to inform about
the goals at EU level of the so-called "Article 7 consultation mechanism" as
laid down in the Framework Directive 2002/21/EC and the legal and economic
challenges this mechanism this may entail in particular at national but also at
European level. It also provided an overview of the similarities and differences
between ex ante regulation and the application of ex post competition law in the
sector of telecommunications. The seminar was led by high-level Commission
officials from the Information Society and Competition Directorates General as
well as from the Commission's Legal Service. Judges were given the opportunity
to understand the implications through a real-life case-study, commented on by a
representative from the European Court, and to exchange experiences with
professionals from the regulatory and legal sectors.

15 July 2003 - Public workshop on "The electronic communications
consultation mechanism" provided for by Article 7 of the Framework
Directive 2002/21/EC
A public workshop took place in Brussels on 15 July 2003 from 10:00 to
13:00 in the Charlemagne building. The workshop aimed to explain how the
Commission will handle its new duties under Article 7 and to provide an overview
of the Commission's preparations regarding the procedures envisaged for
notifications under Article 7. The workshop, introduced by Commissioners Liikanen and Monti,
was open to anyone who may have an interest in how this consultation mechanism
will work in practice. In the afternoon, a meeting restricted to public
authorities (national regulatory authorities, national competition authorities
and ministries) took place .
The workshop was open to anyone who may have an interest in this. Attendance was
free of charge but registration was required.
