Dear Messrs,

with reference to the initiatives by the European Commission, I'd like to bring to your attention a proposal in the direction of true competition and in the common interest.

 

For a proper design of a telecommunication network, the USERS should own the optical fiber which connects their homes / companies to the telephone exchange / central office.

And there they should be allowed to connect to the telco of their (individual) choice, which provides what they consider to be the best service-price ratio:  "TO EVERYBODY HIS / HER OWN FIBER ".

 

On this subject I wrote an essay – (DE)REGOLAMENTAZIONE E COMPETIZIONE NEL SETTORE DELLE TLC [i.e. (DE)REGULATION AND COMPETITION IN THE TELECOMMUNICATION SECTOR] – which can be downloaded for free from www.lulu.com/content/2682189.

In extreme synthesis, the users' ownership of the access optical fibers would allow the operators to compete, particularly the minor operators to REALLY compete with the incumbent without suffering its power (regulations CANNOT restrict it effectively), and the users to enjoy the advantages of this true competition.

 

Three Appendixes synthesize the overall thought and allow a quicker reading.

Appendix 3, in particular, is a letter - with economics included - sent to the Italian Consiglio Superiore delle Comunicazioni [Superior Council of Communications].

 

I apologize for my work being still in Italian:  I hope you can find somebody capable of translating the Appendixes for you.

If of your interest, I'll do my best to provide you a full English translation as soon as possible.

 

As a hint, a possibility to give the last mile to the user might be a set of norms, of which one states that "the user can buy his / her last mile from the telco at book value".
