Workshop on barrier-free digital television
As Europe is passing from analogue television to digital broadcasting, offering barrier-free watching experience is essential for participation of all while it is also becoming technically possible. At the same time it turns out that solutions, which were initially designed to enable hard of hearing or sight impaired people to gain access to information, entertainment, services through TV, are also useful for older people with age related difficulties, migrant or minority communities or persons with low literacy. Services like subtitles are also useful for language learning. Audio description, a voice-over describing the scene on the screen, is welcomed by people who want to 'listen' to their favourite program in the background while doing something else. Nevertheless, the challenges in delivering a barrier-free digital television remain manifold – whether for broadcasters, equipment manufacturers or policy makers.
[P]During the workshop specific best practice solutions, financing considerations as well as possible strategies for realising barrier free digital television through accessibility services provision will be discussed. The workshop is organised by the EU [link]http://www.psp-dtv4all.org/(DTV4All Project)[/link], in cooperation with the European Parliament and its [link]http://www.europarl.europa.eu/stoa/about/default_en.htm (STOA department )[/link]and with support of the European Commission.[/P] [P]The DTV4All Project is a Policy Support Project co-financed by the EU’s Competitiveness and Innovation Programme, and aims to facilitate the provision of access services on digital television across the European Union.
