Delegates from the 193 member countries of the International Telecommunications Union (ITU) have concluded the "World Conference on International Telecommunications" (WCIT) conference in Dubai. Negotiations to review the International Telecommunications Regulations (ITRs) failed to reach consensus agreement.

The Governmental Advisory Committee (GAC) of ICANN is seeking to identify a neutral, third party entity for the provision of Secretariat Services under the guidance of the Chair and Vice Chairs of the GAC on behalf of the membership of GAC as a whole. Secretariat Services for GAC is going to be funded by three GAC members (donor countries), and is intended to be fully independent from ICANN.

A European passenger car talking to a US pick-up truck is shown at a joint EU-US stand at the current World Congress on Intelligent Transport Systems (ITS) in Vienna. The European Car sends an Emergency Electronic Brake Light message to the pick-up which understands it and warn its driver about the emergency braking ahead. Although both cars involved in this ‘cooperative mobility’ instance do not exactly 'speak' the same language, they can 'understand' each other thanks to EU-US harmonization efforts carried out over the past three years with the aim to bring these systems more quickly and cost-efficiently onto the roads. The joint EU-US efforts allow the use of the same communication hardware (platform) on both sides of the Atlantic, resulting in a decrease of system costs for carmakers, quicker deployment of applications based on car-to-car communication and finally lower costs for vehicle buyers. The platform can be used for a host of other messages as well, and it goes without saying that it also works in the other direction (US vehicle to EU vehicle), i.e. it is fully bi-directional.

Many people have already secured their places and are looking forward to this prestigious event. The goal of the eHealth Marketplace is to encourage a multi healthcare sector, multi member state mission from Europe to meet with companies, health providers, research institutions and others from across the USA to encourage business relationships, research and other collaborations. Pre-arranged matchmaking opportunities are available. The global research landscape is evolving rapidly, with the share of BRIC countries in worldwide R&D expenditure doubling between 2000 and 2009. Issues such as climate change, food security or fighting diseases increasingly require a concerted international research effort. Europe can only maximise the excellence of its science base and innovative industries by being open to international cooperation and to the best brains in the world. The European Commission has therefore today set out a new strategy for developing international cooperation in research and innovation. The strategy proposes to further focus cooperation on EU strategic priorities while maintaining the tradition of openness to third country participation in EU research. This includes addressing global challenges, but also making Europe more attractive as a location for research and innovation, and boosting industrial competitiveness.

For some time, we have been working to bring together everyone who needs to get involved – from doctors to medical device makers, from investors to ICT experts – to promote our vision of an innovation friendly, sustainable, affordable and high quality healthcare for all Europeans. At the end of February, we asked people to commit – in writing – to concrete actions and deliver tangible results through partnerships. The response to this invitation has been impressive. We received close to 300 hard “commitments to action”, and 60 locations willing to serve as ‘Reference Sites’ (regions, municipalities, health jurisdictions, etc.) for implementing the EIP actions.

Internet Protocol version 6 (IPv6) is formally launched worldwide today, coexisting alongside Internet Protocol version 4 (IPv4). Deploying IPv6 is a key action under the Digital Agenda for Europe. This is because unless the existing Internet infrastructure is upgraded to IPv6, the Internet would slow down as a result of its own success, which would in turn lead to fewer possibilities to drive innovation in the field of new Internet services and applications.

Italian hospitals Gavardo and Manerbio have just entered the epSOS piloting phase (ePrescription and Patient Summaries)! The list of healthcare points of care willing to provide the epSOS services is growing! This is a good news as the holiday season is approaching. With your European Health Insurance Card you can access state-provided healthcare if you fall ill or have an accident during your stay abroad. Show your card to a doctor or at the hospital and you will receive the necessary treatment under the same conditions as people insured in that country. As well, if you need a refill of your medication while abroad check the ePrescription services offered by epSOS. Ministers for Health and top government officials from all of Europe are on their way to Copenhagen to discuss health IT and telehealth. Together with the European Commission, The Danish Minister for Health, Astrid Krag, hosts the yearly “High Level eHealth Conference” which takes place in Copenhagen on 7-9 May. Neelie Kroes, Vice President of the European Commission and Mr. Tatsuo Kawabata, Minister for Internal affairs and Communications, Japan, met in Brussels on 3 May to reaffirm their close partnership in the area of ICT. In particular, they discussed Internet policies, Internet security, cloud computing, Safer Internet for children, Cooperation on ICT R&D, and Healthy Ageing.

The European Health Insurance Card is being used in epSOS, a pilot project co-financed by the European Commission, which aims at developing cross-border eHealth services to improve the quality and safety of healthcare for citizens travelling to another European country. epSOS can make a significant contribution to patient safety by reducing the frequency of medical errors and by providing quick access to documentation. In emergency situations, this documentation provides the medical personnel with life-saving information and reduces the (sometimes needless) repetition of diagnostic procedures.

European Commission Vice-President Neelie Kroes has invited Karl-Theodor zu Guttenberg, a former Federal Minister of Defence, and of Economics and Technology, in Germany, to advise on how to provide ongoing support to Internet users, bloggers and cyber-activists living under authoritarian regimes. This appointment forms a key element of a new "No Disconnect Strategy" to uphold the EU's commitment to ensure human rights and fundamental freedoms are respected both online and off-line, and that internet and other information and communication technology (ICT) can remain a driver of political freedom, democratic development and economic growth.
