After long negotiations, EU Ministers reached a compromise on the future European fund to support fisheries and maritime affairs. This compromise can be a step forward for the reform of our Common Fisheries Policy.

Commissioner Maria Damanaki represented the Commission at the Agriculture and Fisheries Council meeting of October 2012, which took place in Luxemburg on 22 and 23 October 2012, under the presidency of Mr Sofoklis Aletraris, Cypriot Minister of Agriculture, Natural Resources and Environment.

Commissioner Maria Damanaki intervened at the EU Council of Ministers for Agriculture and Fisheries, in the framework of the debate on the Commission's proposal on the European Maritime and Fisheries Fund (EMFF).

The Agriculture and Fisheries Council meeting of October 2012 will take place in Luxemburg on 22 & 23 October 2012, under the presidency of Mr Sofoklis Aletraris, Cypriot Minister of Agriculture, Natural Resources and Environment. Maria Damanaki, Commissioner for Maritime Affairs and Fisheries, and Dacian Cioloş, Commissioner for Agriculture & Rural Development, will represent the Commission at the meeting. The Fisheries points will be dealt with on Monday morning and again on Tuesday afternoon, and a press conference will be held at the end of Tuesday's discussions.

The reform of the EU's fisheries policy is making progress: in its two resolutions adopted on 12 September 2012, the European Parliament endorsed the Commission's call for a thorough and ambitious reform of the Common Fisheries Policy (CFP) to ensure long-term environmental sustainability and to secure economic and social viability. In June, the Council of Ministers agreed on a joint approach to the reform, in which the Fisheries Ministers also confirmed the commitment to sustainability as the guiding objective for the policy. In January 2013, the European Parliament will adopt its position. We hope that it will be at least as ambitious as the position of the Member States.

Ministers held a policy debate on the proposal for a regulation on the European Maritime and Fisheries Fund. They mainly discussed whether additional measures were necessary to support fishing fleets. Some Member States indicated a wish to keep funding in place to compensate fishermen and shipowners who permanently or temporarily stop fishing activity, or else to finance the replacement of engines. Other Member States expressed their concern that these measures would lead to an increase in fishing capacity, putting a huge strain on fish stocks.

The European Parliament has adopted its position on the CMO regulation proposal, cutting the initial 300 amendment requests by half. Overall, MEPs supported the European Commission’s proposal to build a more responsive market backed by strengthened professional organisations.
