Viitorul regulament al Fondului european pentru pescuit (FEP) s-a aflat din nou în colimatorul discuţiilor ministeriale din cadrul Consiliului, pe 22 şi 23 octombrie 2012. În cadrul întâlnirii de la Luxemburg, ministerele pentru pescuit ale statelor membre au ajuns la un acord parţial cu privire la gestionarea fondului. A existat o dezbatere de durată asupra propunerii Comisiei de a sista subvenţiile pentru flote. În cele din urmă, statele membre au căzut de acord să sisteze ajutorul de casare, cu o perioadă de tranziţie până în 2017. De asemenea, vor păstra ajutorul pentru încetare temporată a activităţii şi ajutorul pentru înlocuirea motorului, dar numai în condiţii stricte şi limitate.
