O Futuro Regulamento relativo ao Fundo Europeu para os Assuntos Marítimos e para as Pescas (FEAMP) voltou a ser tema de discussão entre os ministros reunidos no Conselho em 22 e 23 de outubro de 2012. Na reunião que decorreu no Luxemburgo, os Estados Membros chegaram a acordo sobre a forma como o fundo deverá ser utilizado. A proposta da Comissão no sentido de acabar com os subsídios à frota foi amplamente debatida. No final, os Estados Membros concordaram em eliminar progressivamente a ajuda ao abate de navios, estabelecendo um período transitório até 2017. Foi também decidido manter a ajuda à cessação temporária da atividade e a ajuda à substituição de motores, embora sob condições estritas e limitadas.
