The protocol is consistent with the reform of the external dimension of the EU Common Fisheries Policy by placing a strong emphasis on scientific advice, economic profitability, good governance and respect of international law. Sustainability is ensured by restricting fishing activity to the surplus resources in all fisheries whilst 14m EUR – of a total envelope of 40m EUR, is earmarked to support the fisheries sector in the country.

Commissioner for Maritime Affairs and Fisheries, Maria Damanaki expressed her big disappointment that the Special meeting of the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) in Bremerhaven, Germany, was unable to reach an agreement on the establishment of marine protected areas (MPAs).

The European Commission has adopted an updated list of vessels that cannot land or sell their fish in the EU as they have been identified as taking part in illegal, unreported and unregulated fishing (IUU). The list comprises vessels included in the IUU lists adopted by regional fisheries management organisations (RFMOs) around the world.

The Council of Agriculture and Fisheries has backed new criteria for fisheries fund allocations. The new system will support compliance with the reformed Common Fisheries Policy and in particular with the objective of increased sustainability. EMFF will be used to co-finance projects alongside national funding streams. The European Commission has welcomed the general approach agreed on July 15, 2013, by the Council on the European Maritime and Fisheries Fund (EMFF) running from 2014-2020.

The new European Maritime and Fisheries Fund is one step closer to adoption: in its vote on the Commission's proposal adopted on 10 July 2013, the PECH Committee of the European Parliament endorsed the Commission's call to ensure that the new European Maritime and Fisheries Fund (EMFF) becomes the main financial instrument to achieve the ambitious reforms of the new Common Fisheries Policy (CFP) to ensure long-term environmental sustainability and to secure a competitive future for the fisheries sector.
