EU Commissioner for Environment, Maritime Affairs and Fisheries, Karmenu Vella will present the Commission's proposals for fixing fishing opportunities for 2017 for the Atlantic, North Sea and Black Sea to the Agriculture and Fisheries Council on 12-13 December.

The European Commission's yearly proposal for the 2017 fishing opportunities has now been supplemented with additional figures on stocks, where ICES has provided scientific advice after the publication of the Commission's proposal.

The EU fisheries ministers have agreed on the 2017 and 2018 fishing limits (or TACs) for 19 deep-sea stocks. For the first time in six years, a unanimous agreement was reached on deep sea TACs and quotas for the next two years. One of these will be fished in accordance with Maximum Sustainable Yield (MSY) for the very first time next year.

Fisheries Ministers are to convene in Brussels on 14 November for the AGRIFISH Council. The Council is expected to reach political agreement on a regulation fixing the fishing levels for certain deep-sea fish stocks in 2017 and 2018. Deep-sea stocks have been regulated since 2003, but scientific advice indicates that they are still harvested unsustainably and that their exploitation should be further reduced.

In preparation for the December Fisheries Council, where Member States will negotiate fishing quotas in the Atlantic and North Sea for 2017, the Commission is presenting its proposal for healthy and sustainable stocks.

On 19 October in Clonakilty, Ireland, the EU, Norway and the Faroe Islands reached an agreement on the quotas for mackerel fisheries allowed in 2017. This agreement is part of the five-year arrangement for mackerel agreed by the Parties for the period from 2014 to 2018.
