Europe needs an innovative and competitive communications sector to meet the challenges of i2010, the digital economy component of the renewed Lisbon strategy for fostering investment, growth and jobs. Greater use of information and communications technologies (ICT) not only boosts productivity throughout the European economy, but also generates new services and creates jobs in Europe. Electronic communications networks and services form a large part of the ICT landscape. Creating the conditions for a flourishing e- communications sector is a key aim of EU regulatory policy.
