Report: Final Evaluation of the Ambient Assisted Living Joint Programme
The Final Evaluation of the Ambient Assisted Living Joint Programme (AAL JP) was undertaken by a High-Level Expert Panel, appointed by the European Commission, DG Communications Networks, Content and Technology, and chaired by former European Commissioner Philippe Busquin.
The Final Evaluation addresses the six-year operation of the Programme, from 2008-2013.

In line with the Panel’s remit, it assesses:

  • the progress towards the Programme's objectives and the recommendations from the Interim Evaluation;
  • the progress towards the Programme's operational excellence and the effectiveness of the Article 185 approach in this domain.


In addition, it makes recommendations for the possible follow-up to the AAL JP within Horizon 2020.

The Panel used as inputs: reports and statistical information about the AAL Programme; background documents and case studies on ageing well and ICT; plus approximately 20 interviews with a variety of stakeholders both within the programme and outside.

Its key findings are:

  • The AAL JP has performed well in achieving its objective of creating a critical mass of research and innovation activities on ICT for Ageing Well (over 130 projects launched, leveraging in total more than 620 M€ investment).
  • The AAL JP has succeeded in attracting strong industrial involvement with notably over 40 % SME-involvement.
  • AAL JP has created a European innovation ecosystem by bringing together Industry, in particular SMEs, user organisations such as regions, investors, NGOs and research organisations.
  • More than 25% of finalised AAL have secured financing for going to the market, 50% have secured IPR and there are already several examples of commercial products from AAL on the market.
