EUR 15 000 and EUR 60 000
This publication is made pursuant to Article 124.1 (b) of the Rules of Application of the Financial Regulation that provides for an ex ante publication on the Institutions' websites of contracts with a value up to 60.000 EUR.
Only the candidates invited by the contracting authority to participate in the procedure for awarding this low value contract will be admissible.

Purpose of this call for tenders:
The European Commission will launch soon a call for tenders for a service contract of a maximum value of EUR 60000.
The purpose of this call for tenders is: The study will use innovative means of information and opinion gathering (through crowdsourcing and subsequent analysis of the results) to be taken into consideration for the follow-up of the Digital Agenda for Europe. To this effect, it will answer questions on how ICT can enable growth and jobs, and in particular what are and how can the barriers to growth, job creation, investment and innovation the economy be addressed by the European Commission (i.e. what are the policies needed).
Interested economic operators can express their interest to participate in the call for tender until Friday 3 May 2013 in writing to CNECT-DIGITAL-AGENDA@ec.europa.eu .
The pre-selection criteria applied for this call are:
· Proven experience in the field of crowdsourcing ideas ("wisdom of the crowds")
· Acknowledgment of delivery of crowdsourcing challenges (ideas contest)
· Capacity to attract appropriate stakeholders
The following evidences must be provided in respect of each of the selection criteria identified above and included in the email expressing the interest of the economic operator to participate in the call for tender.
· List of recent crowdsourcing challenges (idea contests) of the past 3 years (2010 to 2013) that the operator has organized, with detailed information on the problem to be solved, platform used and planning.
· List of stakeholders by type and numbers (including solvers)
· Letters of confirmation of successful delivery from previous contests.
