Keynote speech "Continua Health Alliance: Fostering independence through interoperable personal telehealth solutions"

David Whitlinger is responsible for Intel's healthcare device interoperability strategies and the standards development to support those strategies. He is currently leading a large, cross-industry consortium, the Continua Health Alliance, focused on the establishment of an eco-system of interoperable, personal telehealth systems. Mr. Whitlinger has been with Intel since 1993 and prior to establishing the Healthcare Device Standards Group, he worked on a wide variety of wireless standards. As a result, Mr. Whitlinger and his team are leaders in many standards organizations throughout the world, including: Health Level Seven (HL7); Integrating the Healthcare Enterprise (IHE); IEEE 1073; Bluetooth SIG; WiMedia Alliance; Homeplug Alliance; UPnP Forum; Oasis; WSI; and, the Digital Living Network Alliance (DLNA). He also served on the Bluetooth SIG Board of Directors for several years. Mr.Whitlinger is the author of five research journal articles, four of which focused on breast cancer DNA analysis.

Keynote speech - "The shifting patient paradigm: embedding healthcare in everyday lives"

Dr. Maarten Barmentlo, CEO of Philips’ Connected Care and CTO of Philips Consumer Healthcare Solutions, was trained as a physicist in Utrecht and Leiden University and started his career at Philips 17 years ago in Philips Corporate Research Laboratories. After spending several years at the heart of Philips technological basis, he joined Philips Domestic Appliances and Personal Care division where he has held various Marketing and General Management positions both in Europe and the United States of America.
Maarten is Chief Technology Officer of Philips’ Consumer Healthcare Solutions and CEO of one of its Business Units: Connected Care. This unit seeks to identify, explore and develop opportunities to support patients and their caregivers in new ways and new settings by making solutions easier to use and designed around the patient’s and care provider’s needs.

Stephan Kiefer received his degree in informatics from the University of Saarland, Germany in 1991. Since 1991 he works as a scientist at IBMT in several research fields and functions. His expertise is on vital sign monitoring and on information technologies for home healthcare and telemedicine applications. He is now heading the group Health Telematics / Home Care at IBMT. He has more than 10 years experience in co-ordinating national and international R&D projects in the field of health telematics such as the FP5 IST project TOPCARE and the European Latin-American telemedicine project T@lemed. Recent research works of his team covers the fields ambient intelligent biodiagnostic devices, wearable sensors, semantic interoperability and semantic biomedical data integration.

Mr. Lalinde also serves as a technological partner on a global basis of Motorola’s Corporate health and benefits team. Mr. Lalinde also leads a technological team engaged in the promotion of synergies within the medical industry, and the standardization of communications in various working groups. Continua Alliance, Bluetooth, Zigbee, HIMS, and ITU working groups.
Previously Mr. Lalinde was a Business Development Manager of next generation wireless solutions in the Americas, with extensive experience in Management of Operations, Marketing and Engineering teams.
Mr. Lalinde holds studies in E.E., Masters in Project Management, George Washington University, Undergraduate and Masters Degree in Business with Specialization of Health Services Administration from Nova Southeastern University in Florida.
 
Joerg Habetha, Philips Research, DE

"Wearable and ambient systems for personal healthcare applications"

Joerg Habetha received an engineering diploma degree of Ecole Centrale Paris in 1996
and of Aachen University of Technology in 1997. He also holds a diploma for Business
Administration of Aachen University.
From 1997 to 2000 he has been researcher at the chair of Communication Networks at Aachen University, where he completed a PhD thesis on self-organizing wireless networks. Since 2000 Dr. Habetha is with Philips Research Laboratories, where he first worked in the department for Connectivity Systems and is currently a member of the department for Medical Signal Processing. He has led several internal as well as publicly funded research projects for Philips and participated in several EU projects. Since 2005 he is the coordinator of the European research project "MyHeart", which is developing personal healthcare solutions for the prevention and management of cardio-vascular diseases. With a budget of 35 M€ and 33 partners from 10 different countries the MyHeart project is one of the biggest research efforts in the field of eHealth. Dr. Habetha has received several awards, among them the Vodafone development prize for Mobile Communications 2003.

Alberto Sanna is R&D and Business Development Manager of the “e-Services for Life and Health” Unit at the H San Raffaele Scientific Institute in Milan, Italy, a role that sees him responsible for the design and development of innovative and trusted healthcare services, and related business models, based on personalized medicine. His areas of expertise include healthcare process re-engineering and vertical integration in the domains of clinical laboratory analyses and pharmaceutical treatments, with a specific expertise in ICT design for maximizing patient safety and privacy, hospital risk management and supply chain efficiency. Among his other roles, Alberto Sanna has been a professor in “Information technologies for Proactive Patient Safety Management” at CINEAS in Milan since 2004, and has taught “Intelligent and mobile systems for Innovative Services” at the Information Science Department at the University of Insubria since the same year. Sanna originally joined the San Raffaele Scientific Institute in 1991 after graduating in Nuclear Engineering.

"Biosensor-based Micro & Nano Systems"

Hughes Metras works with CEA-LETI where he is VP components and applications. He is in charge of future programs definition and market planning in design, telecommunications, photonics and healthcare. Until October 2006 he was program manager in the field of smart devices and smart cards. He benefits from a technical background in Physics engineering and holds an MBA from the University of Miami (Fl). After 4 years spent in CEA-LETI marketing office where he contributed to strategic analysis of new market opportunities in the field of microsensors, smart tags and smart devices and 4 years spent as manager of the same team, Hughes joined the program staff of CEA-LETI in 2003 where he has been setting up new initiatives in the field of smart cards, RFID and wireless sensor networks. He has been involved in large IP projects initiatives such as Mimosa, Minami, as well as the initiator of the Medea+ project SWANS. He also set up many cooperation agreements with industrial partners in his field. He is today very active in the EPOSS platform where he acts as a member of the executive committee and as the leader of the working group dealing with technologies.

Diana obtained her first degree in Mechanical Engineering and her PhD in Solid State Physics from the University of Hertfordshire. Diana has spent her whole career in industry and was one of the first people designing using microsystem technology. Diana has a number of patents to her name and is now Managing Director of European Technology for Business (ETB) Limited, a company she founded with her husband 9 years ago. Her present job involves the development of state-of-the-art products for a range of health and fitness applications using micro and nano technology. Five years ago she was awarded an MBE for her services to SMEs in the region and in 2002 she won the Women Inventor of the Year Award for Industry and was chosen as one of the 45 Ambassadors for the DTI Small Business Service. In 2005 Diana was awarded an Honary Doctor of Science for her contribution to Innovation from the University of Hertfordshire. Diana has also been an ISTAG member for four years.
Her company has led a number of nationally and EU funded projects over the last six years and is currently project co-ordinator for an FP6 IST project, Healthy Aims, which currently has 27 partners from 9 countries, including seven SMEs. The project is to develop a range of medical implants and diagnostic equipment and ETB is one of the design partners, developing physical sensing systems.

Danilo Emilio De Rossi was awarded the title of Doctor in Chemical Engineering at the University of Genoa in 1976. From 1976 to 1981 he was researcher of the Institute of Clinical Physiology of C.N.R. He had appointments for teaching and research in France, USA, Brazil, Japan and Australia. Since 1982 he has been working in the School of Engineering of the University of Pisa, where he is presently Full Professor of Bioengineering and President of the Biomedical Engineering Teaching Track. His scientific activities are related to the physics of organic and polymeric materials, and to the design of sensors and actuators for bioengineering and robotics. He received the Young Investigator Forum Award from Biomedical Engineering Society (UK) in 1980 and from the American Society for Artificial Internal Organs in 1985. He is author of over 270 peer reviewed papers on international science journals and peer reviewed proceedings, co-inventor of 14 patents and co-author of 8 books

"Microsystem technology in the brain: what can we offer and what can be expected?"

Herc Neves earned his Ph.D. degree in Microelectronics from the University of Edinburgh, Scotland. He carried out his postdoctoral work at Cornell University, USA, where he worked on the micrometallurgy of copper films for advanced interconnects. From 1991 to 1997 he worked as Associate Professor at the Federal University of Minas Gerais, Brazil, where he was a faculty member in the departments of Electronic Engineering, Physics, and Chemistry. In 1997 Dr. Neves returned to Cornell as Senior Research Associate and manager of the single-crystal silicon MEMS research group. In 1999 he transferred to the Biological and Environmental Engineering Department, where he shifted his research focus to the integration of nanostructures with biomolecules, microfluidics and nanofabrication. In 2001 he joined the Bioengineering Department at University of California in Los Angeles, USA, where he created and taught courses in Biomedical Transducers, Nanofabrication, and Integrated Electronics for Biomedical Devices. In 2003 he joined IMEC as Biomedical Microsystems Principal Scientist, where his work focuses on microsystem integration for medical devices.

FinnWell is one of the most extensive technology programmes funded by Tekes. The total value of the programme is € 150 million. "Creating confidence - addressing the legal gaps in connected health"

Petra Wilson is a director for the Public Sector Healthcare team of the Cisco Internet Business Solutions Group (IBSG), focusing on helping customers develop their strategies and implementation plans for “Connected Health” information management and technology.
Previously, she was deputy director of the European Health Management Association (EHMA), a membership organization committed to improving healthcare in Europe by standards of managerial performance in the health sector.
Prior to EHMA, Petra worked for the European Commission where she worked specifically on the European eHealth Action Plan, which commits all member states of the European Union to adopt road maps for the implementation of Connected Health solutions.
Originally trained in law, Petra and spent several years as a lecturer and Senior Research Fellow at Nottingham University, UK, specializing in healthcare law and European law. She has a Ph.D. in public health law from Oxford University.

Francisco J. Ibáñez holds a university degree on solid-state physics (UAM), and post-grade diplomas on telecommunication and signal processing (ETSIT), business administration (UCL) and in Information Society and Knowledge (UOC). Prior to joining the European Commission, he has been active in semiconductor research (UAM, Bell Labs) and had a number of industrial assignments, including manufacturing and product engineering in microelectronics design and fabrication (AT&T Microelectronics/Lucent Technologies).

Ilias Iakovidis, Deputy Head of Unit "ICT for Health", DG Information Society and Media, European Commission

Ilias Iakovidis PhD, is a Deputy Head Unit, ICT for Health, in the European Commission Directorate for Information Society and Media. He is responsible for research activities in eHealth and biomedical informatics. He also works on the follow-up to the EU eHealth Action Plan of which he was the main co-author. Beyond his duties at the European Commission he continues to publish articles and books, teach graduate courses on medical informatics in Europe and US, and gives keynote lectures at major international conferences. In 2001 he was elected a Fellow of the American College of Medical Informatics for his contribution to the field.

Health research Work Programme

Manuel Hallen, Head of Unit "Medical and Public Health Research", DG Research, European Commission

Dr. Hallen was born in Heidelberg (Germany), studied medicine at the Universities of Heidelberg and Lausanne (Switzerland). Following an elective time with the Australian Royal Flying Doctor Service (Western Australia), he had his clinical training at the Department of Internal Medicine, Klinikum Mannheim of the University of Heidelberg.
Before joining the Medical and Health Research programme of the European Commission in 1990, he was Deputy Scientific Director at Staticon Research Institute for Biostatistics and Clinical Research in Munich (Germany). From 1993 to 1998 he was responsible for human genome research in the EC Framework Programmes. Since 1999 he is Head of Unit, first in the “Quality of Life programme" (FP5) for the area “Generic RTD Activities and Infrastructures” which covered mainly genomics, biomedical research, neurosciences, and public health research, with subsequent appointments in “Fundamental Genomics” within the Life Sciences, Genomics and Biotechnology for Health programme (FP6), and "Policy and Strategy" in Biotechnology, Agriculture and Food research.

Gérard Comyn is Head of the Unit “ICT for Health” in Directorate-General Information Society and Media, European Commission. Prior to this, he was head of the unit “strategies for research in IST”. Before joining the Commission he was managing director of ECRC (European Computer Industry Research Centre) in Munich (1989-1994) and Professor in University of Lille (1972-1989).
Gérard Comyn holds a Master Degree in applied mathematics and a PhD in Computer Sciences.

Christer Neleryd is Director at the Swedish National Board of Health and Welfare, Stockholm. He is responsible for the analysis and investigation of the care of elderly on national level. Another task for his department is supporting the local and regional governments in developing the care of elderly.
His background is social work on local government level. He has created systems for home care of elderly in a town in southern Sweden. He has also worked with developing cooperation between science and the profession of the care of elderly in a regional area.
Christer Neleryd holds a Master of Social science.
 
Josh Collett, AARP, USA

"Ageing in the US - policy instruments and priorities for information and communication technology applications"

Josh Collett serves as International Consultant at AARP, a 38 million member nongovernmental organization representing and addressing the interests of persons age 50 and over. Josh covers health issues for AARP’s Office of International Affairs and supports the AARP Global Aging Program, which facilitates understanding and dialogue around the global aging agenda by participating in international social and economic policy debates worldwide. He has organized international conferences on health information technology and pharmaceutical policy.
Prior to joining AARP, Josh worked at the Embassy of Australia in Washington, the Council of the Americas, the United States Senate and CBS News.
Originally from New York, Josh is a graduate of Haverford College in Pennsylvania and holds a Master of Public Affairs degree from The Lyndon B. Johnson School of Public Affairs at the University of Texas.
 
Hannu Hanhijärvi, SITRA, FI

"Sustainable healthcare systems - impact of technologies such as Personal Health Systems"

Hannu Hanhijärvi has DDS and PhD (pharmacology) degrees from the University of Turku, Finland. After 15 years of university career he was invited to manage and reorganize the R&D function of the pharmaceutical company Leiras, Finland. During this 10 year period the company´s product portfolio was renewed with international business focus. In 1996 he joined Leaf Inc. Headquarters in Amstelveen the Netherlands as the Vice President of R&D and QA/QC. From 1998 on Dr. Hanhijärvi has been working for Sitra, the Finnish Innovation Fund. Untill the end of 2004 he was responsible for the venture capital investments in Sitra´s life sciences portfolio. From the beginning of 2005 he has been the Executive Director of the Health Care Program in Sitra.

Rosanna Tarricone graduated in Business Administration at the Bocconi University and got the MSc in health services management and PhD in health economics at the University of London. She is the Head of Department of Economic Evaluation Analysis for healthcare programmes at CERGAS Bocconi University and co-Director of the Master of International Health Care Management, Economics and Policy (MIHMEP) at the Bocconi University School of Management (SDA). Her main areas of research are: healthcare management, health economics, economic analysis of healthcare services, and health policy with a special focus on to different health care systems. She has been involved in many different research projects at national and international levels and has established scientific collaborations with prominent international institutions such as the WHO and the World Bank. She is author of many research papers in health economics, health policy and of a textbook on Economic Evaluation Analysis and Management of healthcare programmes. She is member of the international Association of Health Economics (iHEA) and of the International Society for Pharmacoeconomics and Outcome Research (ISPOR).
She has been recently appointed as Director of the Economic Affairs Department at Eucomed.

"Information and Communication Technologies -
future trends and potential implications for eHealth and eInclusion"

Degrees in social sciences (Phd 1986) and in science and technology policy (MA 1991) from the Free University of Brussels (FUB), where he teaches a course on the 'Global aspects of the information society'. Till 2000 he was full professor of communication technology policy at the FUB where he also chaired the department of communication studies and created the research centre Studies on Media, Information and Telecommunications (a Belgian research centre of excellence now part of IBBT). He was also guest professor at the University of Antwerp and the University of South Africa. He is board member of some important scientific journals in IST policy (Communication and Strategies, Telematics and Informatics, Media, Culture and Society, etc.) and member of the scientific board of CPR, the Communication Policy Research Conference and of the ITS 2006 conference (the International Telecommunications Society).
He joined the DG JRC first as Visiting Scientist of IPTS where he became Head of the ICT unit in 2005. As research into the technological aspects of Information Society Technologies is well developed in Europe, the ICT unit of IPTS addresses the policy aspects of the European Information Society in general and the socio-economic impacts of IST's in Europe in particular. Research is focused on those areas where ICT are key or very important to the (renewed) Lisbon Objectives (competitiveness, R&D, health, public services, social cohesion, etc). In doing so the unit complements technology-push approaches with socio-economic impact analysis. Most research is carried out on demand of the DG's (DG INFSO, DG JLS and DG EAC) or the EP and contributes to core policy making of the EC.

Adrian Flowerday is Managing Director of Docobo Ltd, and a Chartered Engineer with over 20 years of experience developing technology based solutions for a range of areas including radar, sonar, imaging and medical. Docobo was formed in 2001 to develop and market doc@HOME®, a telehealth platform enabling healthcare staff to manage patients with long term conditions in their own homes. Adrian has directed the development of the system as a qualified medical device, and developed the business offering to enable such a new concept to be successfully rolled out into mainstream practice within the NHS and other international healthcare systems. Docobo are contracted to the NHS PASA Telecare Framework Agreement.

Adrian is also Chairman of the Intellect Telehealth Group.

Dr. Josep Roca is currently Medical Director of the Lung Function Unit of the Clinic Hospital (Barcelona). Professor of Medicine at the University of Barcelona. Doctor (PhD) in Medicine, University of Barcelona (1982). Leader of the Cronic Advisory Group, a team of high qualified experts to provide strategic view to the Catalan Ministry of Health for the implementation of new models of care for chronic patients, based on heavy use of technology. These activities include the full deployment of validation plan to test the technological tools.
Author of 160 original articles in peer-reviewed journals (> 80% first quartile); editor of three books and author of several book chapters and revisions. Frequent lecturer on eHealth applications. Participant in medical & scientific societies: executive responsibilities in the European Respiratory Society (chairman of the Board of Directors of the ERSJ Ltd company; Newsletter editor; president 2000). Member of board committees and projects among them COPD Gene Scan (QRLT-2000-01012), Committee on Health Care and Quality of Life within the Strategic Plan for the IST of the Generalitat de Catalunya, and leader of the transmural program on ICT at the CSC Hospital-Clinic.
On top of these activities, Dr. Roca has been leading a multidisciplinary group of researchers and doctors working on RTD projects. The objective: to explore and validate the use of ICT for health, in order to make new services available, based on new models of care. Their work has been oriented mainly to Chronic patients (from cardio, to respiratory or diabetis) . Dr. Roca is the representative from the HCPB to promote the cooperation public-private, in order to generate sustainable technological platforms, and fill the gap between research and implementation. In this context, Dr. Roca has been leading the negotiations with several IT providers in order to promote join ventures for the exploitation of RTD results, from the medical side.
 
Nicos Maglaveras, Aristotle University

"Methods for ensuring quality in health service provision for home care"

Nicos Maglaveras received the diploma in electrical engineering from the Aristotle University of Thessaloniki (A.U.Th.), Greece, in 1982, and the M.Sc. and Ph.D. degrees in electrical engineering with an emphasis in biomedical engineering from Northwestern University, Evanston, IL, in 1985 and 1988, respectively. He is currently an Associate Professor with the Lab of Medical Informatics, A.U.Th. His current research interests include nonlinear biological systems simulation, cardiac electrophysiology, medical expert systems, ECG analysis, medical imaging, and neural networks. He has published more than 150 papers in referred international journals and conference proceedings. He has developed graduate and undergraduate courses in the areas of medical informatics, biomedical signal processing, and biological systems simulation. He has served as a Reviewer in CEC AIM technical reviews and as reviewer, associate editor and editorial board member in a number of international journals, and participated as Coordinator or Core Partner in over 20 national and CEC-funded competitive research projects. Dr. Maglaveras is a member of the IEEE, AMIA, the Greek Technical Chamber, the New York Academy of Sciences, the CEN/TC251, and Eta Kappa Nu.

Lutz Kubitschke is senior researcher at empirica, an independent research and consultancy organisation based in Bonn, Germany. For almost 10 years now, the focus of his research has been on technology applications directed towards older people and people with disabilities.
More recently, he has coordinated several international studies on challenges and opportunities provided by latest ICT developments with regard to the accelerating trend towards population ageing. Presently, he is coordinator of the eInclusion@EU project, a coordination action funded under the European Union's Information Society Technology Programme.

Currently he is involved in the setting up of a Living Laboratory (http://www.eschwechat.at) as a user centered framework for developing new ICT applications to support the independent living of old citizens.

Karl holds an M.B.A. degree from the Free University in Berlin/Germany (1968) and a Ph.D. in Business Administration from the University of British Columbia in Vancouver/Canada (1974).
For 15 years, his research has concentrated on the application of ICT in the health and long-term care sectors. He has been project manager or principal investigator in European projects on the evaluation of telemonitoring for home healthcare (including a world-wide unique, eTEN-funded long-term prospective randomised controlled trial involving more than 425 heart failure patients in three countries and 12 hospitals for up to 2 years), on eHealth conceptual and policy issues, and in health telematics market research studies. He led the MobilAlarm eTEN project team validating a mobile communications device including a GPS locator, was coordinator of a globally acclaimed study on economic impact assessment of a wide variety of eHealth solutions (eHealth IMPACT), and presently coordinates projects for the EC and Member States to support the implementation of the European eHealth Action Plan and to improve interoperability among Member State health systems. Related work concerns a foresight study on scenarios for ICT-enabled new models of healthcare. - In 2002, together with his wife Dr. Veli Stroetmann, he received an award for "Telemedicine - Human Applications of IT in Medicine" (Integrata Foundation).

Expert of the European Parliament on Public Health. Valverde is a Medical Doctor with a Master degree on Emergency and Catastrophe Medicine. He worked for 10 years in public and private health institutions as Emergency physician.

"The i2010 Flagship initiative on ICT and Ageing: An action plan for ageing well in the information society"

Dr Paul Timmers is Head of Unit for eInclusion in the European Commission, Directorate-General Information Society & Media since early 2006. Before taking up this position he was heading the eGovernment unit, responsible for the EU policy, research and promotion activities in this area. He also was a member of the Cabinet of European Commissioner for Enterprise and Information Society Erkki Liikanen, responsible for the information society (eEurope) and telecoms policy portfolio. Other activities in the European Commission included policy and programme development as deputy head for electronic commerce.
Paul Timmers held management positions in product marketing and software development in a large IT company and has co-founded a software start-up. He has a PhD in theoretical physics from the University of Nijmegen in the Netherlands and an MBA from Warwick Business School in the United Kingdom. He has published on a range of topics, including a book on electronic commerce strategies and business models. He has been a visiting professor and lecturer at various universities and business schools.

Martin van Rijn was born on February 7, 1956 in Rotterdam, The Netherlands. He acquired a Master’s degree in economics at the Erasmus University Rotterdam. During the last year of his study, he worked as a researcher for the Department of Economic Affairs.
From 1980 to 2000 he has worked in several positions at the Ministry of Housing, Spatial Planning and Environment, the last 5 years as Deputy Director-General of Housing.
From 2000 to 2003 he held the position of Director-General Management and Personnel Policy at the Ministry of the Interior and Kingdom Relations.
Since March 2003 Martin van Rijn is Director-General Health Care at the Ministry of Health, Welfare and Sport. As Director-General Martin van Rijn is responsible for the national health care insurance system and especially the introduction of the health care insurance act on January 1, 2006, the policy and financing of hospitals, primary care and medicines policy. He is also responsible for consumer (patient) policy and the development of information and communication technology in health care.
The Ministry of Health, Welfare and Sport in the Netherlands is responsible for formulating and executing national policies on public health, health care, long term care and sports. The Ministry has 3800 full time jobs of which 1200 are in policy and staff functions. The Ministry has an annual budget of 12,5 billion euro and is also responsible for a total of 47,5 billion euro health care expenditures in The Netherlands, financed by mandatory insurance premiums.
