Köln 2007:: International Cooperation
International Cooperation
Supporting European competitiveness is of
common interest and mutual benefit
The external dimension of the programme aims at supporting European competitiveness through research partnerships with third countries and at addressing issues of common interest and mutual benefit in support of other EU policies, in particular development policies.
International cooperation is implemented through:
1. The opening of all ICT programme objectives to the participation of third
country organisations from all International Cooperation Partner Countries and
industrialised countries. In addition, for several Objectives of the Work
Programme, the participation of third country partners is particularly
encouraged.
2. Specific International Cooperation Actions (SICAs) with ICPC countries in
areas of mutual interest and dedicated to cooperation on topics selected on the
basis of their scientific and technological competences and needs. The SICAs
have specific rules for participation. For Collaborative Projects, at least four
independent legal entities of which at least two must be established in
different Member States or Associated countries and at least two must be
established in different ICPC countries.
A summary of international cooperation actions is provided in the ICT Work
Programme 2007, chapter 2.6. For details about individual international
cooperation actions please refer to strategic objectives 5.2, 5.3, 6.3, and 9.1.
