Smart Sustainable Cities

In line with the EC Recommendation C(2009) 7604, the Digital Charter [1]  commits cities to work together to deliver on the EU energy and climate objectives using digital technologies, establishing specific objectives and means of achieving them. Moreover, the document stipulates that the cities deploy five large-scale ICT pilots per city before 2015. The Charter was signed on 27 November, in Stockholm, by Mayors of 14 major European cities.

The objective of the first session "Green Digital Charter" is to bring together mayors and city politicians who would be ready to sign the Charter during the ICT4EE event.

The session will underline the role of cities in achieving Europe-wide energy and climate change targets, maximizing the potential for cities to influence the development of "green" ICTs, and to use ICTs to improve energy efficiency and reduce carbon emissions.

It should shed light on the motivation of cities to sign up to the Charter, giving details on concrete projects and further planned interventions, and to identify complementary actions which would be needed from other actors (EC, national governments, other organizations, other cities), in order to successfully implement the Charter.

The aim of the session will be also to give a new impetus to the implementation of the Charter, by increasing the number of cities signing the document.

>National and regional initiatives supporting Smart Sustainable Cities
[14:00-15:30]

The second session "National and regional initiatives in support of smart sustainable cities" will present smart cities' activities in the national context, as well as examples of specific projects/initiatives based on the concept of sustainable city.

The following presentations will be made:

1. Smart cities' activities in Spain; the Málaga example

2. The concept of sustainable city in the context of competitiveness poles in France: Innovation projects illustrating ICT opportunities in support of energy-efficient cities

3. The Helsinki Region strategy on energy management: Helsingin Energia's computer halls into an eco-efficient age

4. Activities in the UK: sustainable Bristol, a case study

5. The German Programme E-Energy and its support to smart sustainable cities

>ICT investments and sustainability goals
[16:00-17:30]

The third session "ICT investments and sustainability goals" will facilitate a policy debate among stakeholders to identify gaps in our knowledge as to the effectiveness of investments in ICT to serve sustainability goals and how the benefits can be reliably measured.

The rapporteur will present the conclusions of the previous debates, followed by questions and answers, discussion on future activities, other interventions.
