Programme

 

Broadband Gap 2007 tackles a core challenge to European competitiveness today: how to make strategic use of information and communication technologies (ICTs) to support regional and local development, to overcome infrastructure and geographical handicaps, and to make less-developed regions and rural areas more attractive to business and individuals alike. At present, with thinning populations, these areas have less market appeal than urban regions. Policy and support at all levels of government is sought to extend broadband’s reach and to encourage further its take-up. The event programme and leading speakers will explore the main legal, political, technical, social and practical issues.

Day 1: Monday, 14 May 2007

Welcoming delegates, Commissioner Viviane Reding will outline the challenge for the two-day event: how does broadband and ICT contribute to European competitiveness and innovation? The second plenary in the morning will explore the challenges ahead from the perspective of territorial cohesion and rural development. After lunch, the policy response will be developed further, and delegates will be taken through the global developments in broadband. The day concludes with a tour of the exhibits and a cocktail drink, before the dinner and evening speeches by high-level representatives of the European institutions.

Day 2: Tuesday, 15 May 2007

A full day of presentations and heated debates will be kicked off by European Commissioners Mariann Fischer Boel (Agriculture and Rural Development) and Neelie Kroes (Competition). This will be immediately followed by four parallel sessions delving into relevant policy perspectives. After a coffee break, the policy will be put to the test on the ground with presentations of projects and examples of ‘good practice’ in the four areas under study. After lunch, Commissioner for Regional Policy Danuta Hübner will highlight the role of regional policy in the development of the Information Society and in providing affordable broadband infrastructure and services to support the social and economic development of Europe’s less-favoured regions. This will be followed by presentations from the four rapporteurs who will sum up the morning’s sessions, ahead of a roundtable debate leading up to the conference conclusions and Broadband Award Ceremony.

Rapporteurs will present the main conclusions from the four parallel sessions.

Roundtable on conclusions

Once the rapporteurs have given their expert reviews in their respective sessions, they will be given a chance to comment, together with the chairs, on each others’ sessions and to field questions from the audience about the key issues and hot topics. This will provide a platform for well-balanced conclusions to be drawn from both days of the Bridging the Broadband Gap conference.
