Quality of Broadband services in the EU (SMART 2010/0036)
The objective of this study is to look at the effective speed of the retail broadband services by measuring a number of key performance indicators such as http download speed, ping performance, DNS lookup time and packet loss. The study will provide information on the difference between advertised and effective speed and comparison between Member States. The overall objective is to assess the effective quality of the broadband market for end users.

Broadband Internet Access Cost (SMART 2010/0038)
This study is intended to provide price data on broadband Internet access costs. Its aim is to provide a comparison between and within member states and third countries and to monitor the development of prices. It covers the 27 Member States of the EU plus a number of third countries. Its results will be used for the benchmarking exercise of the Digital Agenda.

Statistical methodologies on Internet as a source of data gathering (SMART 2010/0030)
Internet traffic flows (in a broad sense, involving all types of information exchanged through the internet) can provide a source of data on socio-economic phenomena complementary to the data usually collected by interviewing internet user. The traffic generated by the different activities over the internet can be analysed and processed to obtain statistics on the use of internet.
The general objective of this study is the proposal of a methodological framework for new indicators and of a roadmap for implementing at a large scale the promising applications of the concept of internet as a data source in the domain of monitoring information society developments.

The Socio-Economic Impact of Bandwidth (SMART 2010/0033)
The objective of the study is to provide an assessment of the socio-economic impact of very high speed internet. By "very high speed internet" we mean internet services with at least 30 Mbps download speed. The study should make reference to all technologies capable of providing such speeds now or in the future. When calculating the socio-economic impact, the study should elaborate in detail the deployment and operational costs of networks as well as the benefits to the people, the businesses and the economy as a whole. Economic as well as social factors should be evaluated. The study should develop various scenarios on the future development of internet services and quantify the impact of higher bandwidth for each scenario. The study should provide forecasts until 2020 and cover the EU27+4 (including Norway, Iceland, Croatia and Turkey).

Survey of Schools, ICT and Education (SMART 2010/0039)
Please note that, as of 5 July 2010, the tender specifications for this call have been updated, due to a change with regard to the categories of schools to be considered for analysis.

The objectives of the study are to collect information on and assess the impact of ICT use in schools for the purpose of teaching/learning. To this end, (an) appropriate survey(s) will be designed and carried out in the 27 EU Member States + Croatia, Iceland, Norway and Turkey and the results assessed and discussed in a study report, also containing an extensive set of data charts and tables. In addition, information on the situation in each country will be prepared in the form of a set of individual country profiles.

Coping with an ageing population – Learning from good eHealth and telecare practices (SMART 2010/0023)
The overall objective of the study is to give an overview of how different national models of long-term care have reacted to the challenge of an ageing population and promoted the deployment of home care services through the use of ICT for older people with chronic diseases. The study shall also demonstrate the actual and potential social and economic gains that are associated to these services. The geographical scope of the study is the EU27, Norway, Iceland, Croatia and Turkey.

The study will deliver a scoreboard on the openness to innovation of national models of long-term care in the area of home care services. Examples of home care services include telecare, telemedicine and telemonitoring, social alarm systems, electronic health records, personal health records, teletraining and educational support.

Challenges for a wider deployment of home care services through the use of ICT, as well as for possible transferability among European countries, should be described and followed up by relevant policy recommendations, in order to support further policy developments at European level.

Identifying and optimising existing Information flows to maximise Awareness and Management opportunities for Energy use and GHG emissions reduction (SMART 2010/0041)

The proposed study will identify practical mechanisms to realise the EU's Vision 2020 of a low carbon, connected economy by directly addressing the "information deficit" in the fields of energy efficiency and carbon footprint management. Today, even where more and better information is beginning to be generated (e.g. carbon footprinting and accounting by certain progressive firms) this information is not being made available usefully in the daily lives of consumers and other economic actors to inform and make possible substantive behavioural change individually or in the market. This "information transparency" remains a sine qua non for meeting the 2020 targets energy efficiency and GHG emissions reduction targets.

 

A key result of this activity will be to provide a methodology for identifying which specific information disclosure or flow facilitation interventions would be likely to have the greatest beneficial effect in terms of enabling actual behavioural change. Additionally the study should give insights into behaviour bias issues as they relate to the "information" or "connected" society.
 

A second priority will be to Provide specific legislative and non legislative recommendations to maximize the diffusion and consistent use of ICT mediated information creation, transfer and use mechanisms to achieve 2020 GHG emissions reduction and energy efficiency goals.

Benchmarking deployment of eHealth services

The overall aim of this study is to progress towards the development of a standardised survey on the adoption of ICT and eHealth solutions in hospitals. To this end, it is expected that the contractor will liaise with relevant associations and international organisations and analyse similar studies carried out outside Europe, in order also to overcome as much as possible semantic and terminological differences. The study also aims to identify the main challenges and gaps and some best practices in order to support further policy development in the eHealth field in the framework of the initiative that will follow the i2010 strategy. The study will cover EU27, Norway, Iceland and Croatia.

 

Enterprise 2.0
The overall objective of this study is to, as clearly as possible, demonstrate the actual and potential gains for the Information Society in promoting the development and usage of enterprise 2.0. This means that some evidence of the present and the potential future economic impact of enterprise 2.0 should be demonstrated. Best practices on how to implement and use enterprise 2.0 should be provided, with special focus on how enterprise 2.0 can foster innovation and disruptive changes. Furthermore, challenges for a wider deployment of enterprise 2.0, such as limited access to high speed broadband, should be described and followed up by relevant policy recommendations.
 

European directory of women and ICT
The subject of the Contract is to prepare a European Directory of Women and ICT. The Directory will serve as a searchable database of all major stakeholders, their activities, interventions, good examples, statistics and indicators and will create a platform for interaction with regards to product, personal mobility, development of customised skills, entering or re-entering the labour market.

Broadband Coverage and take-up EU 27 + 2 - Phase III

The study will support i2010 and the future strategic work by collecting up-to-date, detailed data so as to give a complete picture of the coverage of broadband networks in the enlarged EU. By analysing different variables and bringing forward the methodology developed in previous similar studies, the study will provide a clear map of the coverage and usage of broadband across the EU.

A Single Market for an Information Society: Economic Analysis
The overall aim of this study is to collect and analyse evidence on the state and development of e-business take-up in the EU vis-à-vis its main economic partners, with a special focus on issues related to the internal market. The study will highlight the factors of success and the obstacles to the take-up of e-business. Linking these results to the international comparison, it will analyse how e-business has contributed to economic integration within the EU or how the current lack of harmonisation in the EU is affecting the take-up of e-business.

A Single Market for an Information Society: Legal Analysis
The aim of the study is to review the full "acquis communautaire" which governs new on line services and markets in order to identify its gaps and its lack of "future proofing" as well as the implementation hurdles which make it very difficult for EU businesses to exploit fully the potential of ICT-enabled businesses to operate on a pan-European basis. The study will, in particular, contribute to clarify consumer's rights and obligations in the digital environment coming from EU legislation. It will also analyse how this acquis has contributed to e-business take-up within the EU or how the complexity of legal framework in the EU is slowing down this take-up. Finally it will identify the possible legal or non-legal actions which can be taken at EU level to promote the take up of ICT.

Study on the development of the Information Society in EU rural development and regional policies: Comparative analysis of current strategies, implementation approaches, socio-economic impact and future approaches
To assess past (2000–2006) and future (2007–2013) ICT expenditure in structural and rural development policies as a basis for a comparative analysis of the strategic approaches/plans covering planning, management, implementation and monitoring/benchmarking issues. The aims are:

  • to identify the most successful (high impact) strategies/projects and critical features of unsuccessful (low impact) ones,

  • to report on successful projects/approaches that demonstrate significant socio-economic impacts on the area concerned,

  • to make recommendations for the reorientation of EU policy and actions in the context of the digital divide (within the i2010 framework) and for improving the efficiency and effectiveness of planning, management, implementation and monitoring of IS/ICT measures supported with EU funds.

The Economic Impact of ICT

This study aims at the construction of a conceptual framework, substantiated by evidence and a reflection on future trends, on the economic impact of ICT. The objective is to explore, document and analyse how ICT impacts on competitiveness, economic growth, the development of the knowledge economy, as well as on globalization. The analysis will be primarily focusing on the European Union, but it will also underline the differences with respect to the United States and Japan.

Measures to increase trust and confidence of consumers in the Information Society

The objective of the study is to support the i2010 initiative by analysing the origins as well as the impacts of the current lack of confidence in the information society products and services, and to make proposals to the Commission on how to engage all stakeholders in developing a consumer perspective.
