i2010 High Level Group
The Commission has set up a High Level Group of Member States' representatives to advise the Commission on the implementation and development of the i2010 strategy. The group reviews the effectiveness of i2010 and gives advice on possible improvements and adjustments, using benchmarking to monitor i2010 implementation and policy evolution. It also offers a forum for exchanging experience on issues relevant to i2010 which are covered by the Lisbon National Reform Programmes. The group's work programme is available below.
The High Level Group is composed of one representative per Member State at
Director General level. It is chaired by the Commission and
meets up to three times per year. It is open to observers
from candidate and EEA countries. The High Level Group is an advisory
group and falls under the classification of “experts group”.

Tenth meeting of the i2010 High Level Group, 9
November 2009
The main objective of the meeting was to discuss priorities for the
future strategy and to endorse a new benchmarking framework.
The tenth i2010 High Level Group meeting was arranged back to back with
the Swedish Presidency's "Visby Agenda: Creating impact for an eUnion
2015", a conference on Europe’s future IT policy. The Swedish Presidency
announced the conference as "an important step in creating a common
platform for a European IT policy agenda by 2015."

On 4 August 2009 the Commission issued its Annual Information Society Report as part of the Digital Competitiveness Report. As an example of Member States strategies, the Irish knowledge society strategy, "Technology Actions to Support the Smart Economy" was presented. The function of the report is to identify key actions that will deliver the critical technology infrastructure and projects necessary for the development of a Smart Economy. The emphasis is on promoting greater productivity and increased employment:

The morning session focused on "The role of ICT in the economic
crisis and the economic recovery package":
- ICT is part of the solution, but it is not always easy to sell this
message to senior policy makers.
- Broadband is not an end in itself – what is crucial is the economic
growth, digital jobs and new services that can be generated from
broadband.
- Why do people not adopt broadband?
The other topics were:
- Future eGovernment services (political priorities: eGovernment
supporting the single market, empowering citizens and businesses,
administrative efficiency and effectiveness)
- Adopting a benchmarking framework for post-i2010
- Renewal of the mandate for the i2010 sub-group on eInclusion

Sixth meeting of the i2010 High Level Group, 13 May 2008
The meeting was held in the margins of the i2010 conference in Brdo, Slovenia. It focused on the achievements of the i2010 mid-term review. It also adopted a mandate to create a sub-group of the i2010 High Level Group which has the purpose to validate the methodology for the broadband performance index proposed by the Commission in the i2010 mid-term review. The Member States were also invited to comment on the forthcoming recommendation of the Commission on RFID.

Fourth meeting of the i2010 High Level Group, 20 April 2007
The morning session of the meeting focused on convergence, in particular on consumer and user issues and on content in the context of convergence. This discussion was based on two issue papers prepared with the High Level Group. The afternoon session was devoted to developing the i2010 agenda further, with a presentation of the i2010 Annual Information society report 2007 and a first discussion on how to tackle the i2010 mid-term review foreseen for 2008. This review will focus on three issues: the next generation of networks and the internet, the internal market and the user's perspective in the information society.

Third Meeting of the i2010 High Level Group, 12 December 2006
The meeting focused on convergence and the challenges this trend poses to policy makers. The starting point for the exchange of views was a discussion paper on the "Challenges of Convergence" and presentations by several Member States on selected issues. In particular, delegates addressed the future of very high bandwidth networks, adoption of new multimedia services and consumer rights in the digital sphere. The second main subject of the meeting was the report of the Task Force on ICT Competitiveness. Members of the task force presented to the Member States their views in the fields of interoperability, ICT skills, as well as innovation and research.

The i2010 Group examined the opportunities for raising the political profile of i2010 issues provided by the Finnish Presidency conclusions on the i2010 Conference the following day and the French "Memorandum for a digital Europe". The meeting took place in Helsinki.

First Meeting of the i2010 High Level Group 20 April 2006
At its inaugural meeting the Group decided to work, as a priority, on convergence and content issues, as well as on trust and confidence, and to delegate the continuation of the work on eGovernment, eHealth and eInclusion to specific sub-groups. The Group adopted the Benchmarking Framework, which aims at providing a set of indicators to monitor the implementation of the i2010 strategy. Finally, the Member States discussed the economic impact of ICT and the implications of the link between ICT and productivity for Information Society policies.
