E. Andrew Balas E. Andrew Balas is the Dean of the School of Public Health and Professor of Health Policy at Saint Louis University. His areas of expertise include identification of public needs through surveillance and risk studies, responsive production of new health knowledge, and innovative information and biotechnologies in transferring research to practice. Saint Louis University School of Public Health is the only such accredited school in Missouri. The U.S. News & World Report has ranked Saint Louis University as one of the best education values among the top 50 national, doctoral universities in the United States for the fifth consecutive year. The credentials of Andrew Balas include over 80 peer-reviewed scientific articles in addition to various textbooks and invited papers. He has published reviews and editorials in the Journal of the American Medical Association (JAMA), British Medical Journal, Archives of Internal Medicine, Journal of the American Medical Informatics Association, Healthcare Financial Management, Pediatric Annals, and other periodicals.

David Byrne David Byrne was appointed in September 1999 as the European Commissioner for Health and Consumer Protection, with particular responsibility for Food Safety, Public Health and Consumer Protection. His responsibilities as Commissioner include: policy development and legislation concerning food safety, public health and consumer protection, including the establishment of a European Food Safety Authority, the regulation of GMOs in the EU, the response to the BSE and FMD crises, the development and implementation of a new EU Health Strategy and Health Programme, and the promotion of consumer confidence in e-commerce, in particular by setting up an EU wide system for out-of-court settlement of disputes resulting from E-commerce transactions. Prior to being European Commissioner, Mr Byrne was Attorney General in the Irish Government from June 1997 to July 1999. He was responsible for legal advice to the Government and for all litigation involving the State before the Irish and European Courts. All legislation submitted by the Government to Parliament was drafted under his supervision. |

Marc Danzon Dr Marc Danzon took office as WHO Regional Director for Europe on 1 February 2000. Dr Danzon is of French nationality. His specialized areas of study were in the fields of public health, psychiatry, health administration and economics. Dr Danzon's career has unfolded in three institutions involved in the various areas of public health: the Comité français d'éducation pour la santé (French Health Education Committee), the Regional Office for Europe of WHO, and the Fédération nationale de la Mutualité française (National Federation of Mutual Insurance Societies).

Patrice Degoulet Professor Patrice Degoulet, MD, PhD, currently acts as the chief information officer of the Pompidou university hospital (HEGP) and the director of the SPIM research laboratory in medical informatics of the Broussais Faculty of Medicine in Paris. He is vice-president of the International Medical Informatics Association (IMIA) and members of several scientific journals on medical informatics including JAMIA, Methods of Information in Medicine and the International Journal of Medical Informatics. He is author or co-author of 5 textbooks and more than 200 papers in medical informatics. His main domains of interest concern hospital information systems and software engineering issues for complex information systems. Directly involved since 1989 in several European telematics projects (HELIOS1, HELIOS2, SYNAPSES, and SYNEX), Patrice Degoulet has endorsed since 1996 the responsibility of the analysis, design and deployment of the COHERENCE, the component-based clinical information system of HEGP hospital.

Bob Gann Bob Gann is Director of NHS Direct Online, the National Health Service’s main health advice and information website for patients and the public. Since it’s launch by the Prime Minister in December 1999, NHS Direct Online has received over 7.5 million visitors. It has become one of the most popular health websites in the UK, with around ½ million people now visiting the website each month. Bob serves on a number of national committees and advisory groups, such as the Department of Health's 'Improving Patient Experience Board'. He has published and lectured extensively on health information topics and developed links with other national/government health websites overseas, in particular, the Canadian Health Network.

Henrik Bjerregaard Jensen Henrik Bjerregard Jensen has been the Director of Medcom since 1994. Medcom is the National Danish health care data network and head of Danish Centre of Health Telematics, County of Funen, Denmark. MedCom is implementing the Danish governmental strategy for building regional health care data networks. MedCom is financed by The Ministry of Health, The National Board of Health, The National doctors and pharmacist organisations, The Association of Danish Counties and private IT vendors. Danish Centre of Health Telematics is an institution in the county of Funen, responsible for improving integrated and seamless care between hospitals, practitioners, homecare and pharmacies in the county (500.000 inhabitants). The centre has a staff of 15 and yearly turnover around 2 million Euro.

Thomas Jones After receiving his MD from Stanford in 1969, Dr. Jones spent the next 26 years at the University of Chicago where he attained the rank of Professor of Clinical Medicine. His role in the reorganization of the primary care delivery system at the University of Chicago was accompanied by broad recognition of the critical importance of primary care education and clinical activity at the university. As part of the development of the infrastructure for primary care education and clinical activity, Dr. Jones and his colleagues developed the Centennial Patient Care Workstation, a model for allowing clinicians to enjoy the benefits of new information technology. In 1995, Dr. Jones accepted the opportunity to join Oacis Healthcare Systems where he focused on the clinical functionality of applied informatics. In August 2000, Dr. Jones joined the Healthcare Applications group at Oracle. In his role as Chief Medical Officer, Dr. Jones provides the clinical leadership for the development of Oracle's Healthcare Transaction Base. |

Erkki Liikanen On 16 September 1999, Mr. Erkki Liikanen was appointed as Member of the European Commission responsible for enterprise and information society. Prior to his current appointment, Mr. Liikanen served (from 1995 to 1999) as Member of the European Commission, responsible for budget issues, personnel and internal administration. From 1990 - 1994 Mr. Liikanen was the Ambassador Extraordinary and Plenipotentiary from Finland to the European Union. During that period Finland negotiated the Accession to the European Union. Mr. Liikanen was elected to the Finnish Parliament in 1972 at the age of 21. He served there until his appointment at Foreign Office in 1990. From 1987 to 1990 he was Minister of Finance of Finland. From 1976 to 1979 Mr. Liikanen was a Member of the Supervisory Board of Televa corporation. He then chaired the Supervisory Board of Outokumpu Corporation (1983 – 1988). Mr. Liikanen was Vice-Chairman of the Parliamentary Trustees of the Bank of Finland in 1983 – 1987 (also the decision-making body of the Finnish National Fund for Research and Development (Sitra). In addition, he was a Member of the Science and Technology Policy Council of Finland in 1987 – 1990. Mr. Liikanen has a Masters degree in political science specialising in economics from the University of Helsinki, Finland.

Thomas Lönngren Since 1 January 2001, Thomas Lönngren is the Executive Director of the European Agency for the Evaluation of Medicinal Products (EMEA). 1998-2000: Deputy Director General of the Medical Products Agency, Sweden. 1993-1998: Director of Operations for licensing and post-marketing control of Human and Veterinarian medicines, Medical Products Agency, Sweden. 1990-1993: Director of Operations for the control of herbal medicines and drug related products including medical devices, Medical Products Agency, Sweden. 1982-1994: Senior pharmaceutical consultant for the Swedish health co-operation program in Vietnam. 1986-1990: Senior pharmaceutical officer in charge of the control of herbal medicines, cosmetics, medical devices, narcotics, and contraceptives, National Board of Health and Welfare, Department of Drugs, Sweden. 1978-1985: Responsible for the assessment and control of herbal medicines at the National board of Health and Welfare, Department of Drugs, Sweden. 1976-1978: Lecturer at the institution of social and regulatory science at the Pharmaceutical Faculty at Uppsala University, Sweden. Main responsibility: Education of pharmaceutical students and research.

Georges de Moor Professor Dr. Georges J.E. De Moor studied Medicine and specialised in Clinical Pathology and Nuclear Medicine at the State University of Ghent (Belgium), where he also obtained a PhD in Medical Information Science. Currently, he is head of the Department of Health Informatics and Medical Statistics at the State University of Ghent, where he teaches Medical Informatics, Statistics, Decision Theory and Evidence Based Medicine. As president of RAMIT (Research in Medical Informatics and Telematics), he has been involved in more than 65 European or International Research and Development projects, as well as in Standardisation activities. During seven years, Prof. De Moor acted as Founding Chairman of CEN/TC251, the official Technical Committee on standardisation in Health Informatics in Europe. Prof. De Moor has also founded a number of spin-off companies of which he is Chairman or C.E.O. (e.g. MediBRIDGE and Custodix). He is Founding Chairman of MS-HUGE, the Microsoft Healthcare Industry Users Group in Europe, Asia and Africa. Dr De Moor is also Director of the Clinical Pathology laboratory at the St Elisabeth Hospital in Zottegem.

Stelios C. Orphanoudakis Professor Stelios C. Orphanoudakis holds a Ph.D. degree in Electrical Engineering from Dartmouth College, USA, a M.S. degree in Electrical Engineering from MIT, and a B.A. degree from Dartmouth College. He held a faculty appointment in the Departments of Diagnostic Radiology and Electrical Engineering at Yale University from 1975 until 1991. Since 1986, he is Professor of Computer Science at the University of Crete, Greece. Since 1994 he is also Director of the Institute of Computer Science, Foundation for Research and Technology-Hellas (ICS-FORTH). At ICS-FORTH, he is Head of the Center for Medical Informatics and Health Telematics Applications and the Computational Vision and Robotics Laboratory. Professor Orphanoudakis is a member of many honorary and professional societies and a Senior Member of IEEE. He has served on various committees and working groups of the European Commission and has been active in European RTD programmes. He currently serves on the Board of Directors and is Vice President of the European Research Consortium for Informatics and Mathematics (ERCIM). During the period 1995-2000, he served on the National Telecommunications and Post Commission of Greece. |

Erich R. Reinhardt Dr. Erich R. Reinhardt has been President of Siemens' Medical Solutions Group (Med) since April 1, 1994. Reinhardt was born on October 3, 1946, in Öhringen, Germany. After graduating from high school in 1966, he studied electrical engineering at the University of Stuttgart, receiving his Diploma degree in 1972. From 1972 to 1983, Dr. Reinhardt pursued research at the Institute of Physical Electrical Engineering, earning his doctorate in 1979. Today, he is an honorary professor at the University of Stuttgart. Dr. Reinhardt joined Siemens in 1983 as head of applications development in Med's Magnetic Resonance Tomography Division (MR). He was appointed head of MR in 1986. From 1990 to 1994, Dr. Reinhardt served in India as Managing Director of Siemens Ltd. Bombay. He was appointed Member of Med's Group Executive Management effective January 1, 1994. He was named Group President three months later. In November 2001 he was appointed to the managing board of Siemens AG.

Tamsin Rose Tamsin Rose is the General Secretary of the European Public Health Alliance, an NGO platform of 90 not-for-profit organisations and networks active on all aspects of public health. Members includes health advocates, professionals and practitioners, patients, researchers, consumer and environment organisations. EPHA's mission statement is to promote the health of EU citizens and increase their participation in decision-making related to their health. Tamsin joined EPHA in 2002 and has previously worked as a journalist, communications consultant and coordinator of a network of local and regional authorities involved in east-west cooperation projects.

Costas Stefanis Born in Kalambaka, Thessaly, in 1928, Costas Stefanis has taught psychiatry and other relevant disciplines at a graduate and post-graduate level for 30 years. He is Honorary Professor of Psychiatry, University of Athens, Member of the Academy of Athens. He was Director of the University Mental Health Research Institute (1990 - 2002), Vice President of the Academy of Athens Foundation for Biomedical Research (1994-) and Chairman of the Board of Directors of the Onassis Cardiac Surgery Centre (2000 - 2002). He has conducted research work in the main neurosciences and especially in neurobiology, clinical and epidemiological research of mental disorders and substance dependency, while gradually developing numerous laboratories and research units. He is Honorary member of 10 foreign National Institutions, among which the American, German and Russian Academy and member of the Editing Committee of 10 International Scientific Magazines.

Marian Suselj Marjan Suselj is Director of the HIC System Unit, Health Insurance Institute of Slovenia (HIIS), which is responsible for the introduction of high quality, effective, economic and development-oriented data related to all subjects in the Slovenian healthcare and health insurance field. Through its development activities, the unit contributes to the building of data infrastructure for the implementation of the Institute mission, that is compulsory health insurance. Further, the unit participates to the assurance of quality, reliability, friendliness and accessibility of the HIC system, which is an element of direct interface between the patients, healthcare workers and the Institute. M. Suselj is an expert in the field of healthcare information systems. He has been involved in the this field since 1985 (applications for hospitals, pharmacies, healthcare funds treasurers, general physicians, etc). Since the foundation of HIIS in 1992, he was head of the application software products development department. In this capacity, he was responsible for the implementation of EDI, standards, the methodologies of information system engineering, client-server concept, etc.

Maj-Len Sundin Maj-Len Sundin has been Chairman for the Norwegian Hospital and Health Care Federation (1994 - 2001), The Norwegian board member for the International Hospital Federation (1991- 1997). From 1997 responsible for the University Hospital Chapter at IHFs yearly conferences. Board member in following organizations: Norwegian Nurses Association, Norwegian Blue Cross, Menighetssöstehjemmets Hospital, Oslo, Grefsenhjemmet (Nursing home), Vestfold Central Hospital, Norway, College of Oslo, Regional ethical research committee, Norwegian Center for Research ethics, National evaluation task force for Clinical Ethic boards in several hospitals in Norway, P22 Ecumenical center for treatment of drug users, Evaluating committee for the new University Hospital in Trondheim, Norway. Frequently used as lecturer in the Nordic countries for many years. Political involvement; politically active in the Swedish People´s Party (Liberal) in Finland.

Rosalie Zobel Rosalie A. Zobel was born in England. She started her career in the Information Technology industry in ICL in 1967, and later held positions as a systems engineer in CERN (Centre Européen pour la Recherche Nucléaire), Geneva, Switzerland, the Atomic Energy Research Establishment, Harwell, UK, and the Max-Planck Institut für Plasmaphysik, Garching, Germany. In 1981 she moved to the USA and took up a position in the AT&T Headquarters, Basking Ridge, USA. In 1986 she became senior marketing manager for information technology products in AT&T Japan. She returned to Europe in 1988 as Deputy Head of Unit of the European Community's ESPRIT Business Systems unit. In 1991 she launched the initiative in Open Microprocessor systems (OMI). From 1995 she was the Head of unit 'Business systems, multimedia and microprocessor applications', and EU-coordinator of the G7 Pilot Project 'Global Marketplace for SMEs'. From 1999-2002 she was Director of 'New Methods of Work and Electronic Commerce'. From 2003 she is Director of "Components, Subsystems and Applications" in the Information Society Directorate-General of the European Commission.

Fabio Colasanti European Commission Director General for Information Society since July 2002, Fabio Colasanti, born in 1946, of Italian nationality, was previously Director General of the European Commission’s Enterprise Directorate General from January 2000 to June 2002. Prior to this appointment, from June 1999 to the end of 1999, he was Deputy Head of the Office of Commission President Romano Prodi and from the beginning of 1996 until June 1999 a Director in the European Commission’s Budget Directorate General, with responsibility for the Resources Directorate. Previously he served successively as Head of the Economic Forecasts and Macro-economic policy analysis units of the Commission’s Directorate General for Economic and Financial Affairs. Meanwhile, he studied local development issues in the USA during a three-month trip across 18 states, thanks to an Eisenhower Fellowship in 1992. Fabio Colasanti holds diplomas in economics from the University of Rome and the College of Europe in Bruges.

Alain Pompidou Professor Alain Pompidou is Director of the Laboratory for histology, embryology and cytogenetics at the Faculté de Médecine Cochin and Professor of histology at the René Descartes university, Paris. He holds a Ph.D. in Sciences and is the author of more than 150 scientific publications. As a member of the Gaullist Party, he was elected Member of the European Parliament (MEP) in June 1989, until July 1999. He has played a key role in the development of European research policy, notably in respect of the life sciences, as Member and Substitute Member of relevant EP committees, and as Chairman (from 1994 to 1999) of the EP Office for Scientific and Technological Options Assessment Committee and Chairman of the assessment Committee for the European RTD Programme Information Society technologies. He has been involved for several years in the ethical debate on science and technology, notably in the context of the Human Genome Organisation (HUGO) and the Ethics Committee of UNESCO.

Fernand Sauer Fernand Sauer is the Director for Public Health of the European Commission (Directorate-General Health and Consumer Protection) since December 2000. He qualified in pharmacy at the University of Strasbourg. He subsequently received a Masters in European and International Law from the University of Paris II and various post-graduate diplomas in public health, pharmaceutical legislation and European Community Studies. From 1972 to 1979 Mr Sauer held various positions in France as a hospital pharmacist and pharmaceutical inspector at the Ministry of Health. In 1979 he joined the European Commission in Brussels and in 1986 became Head of Pharmaceuticals. He has been involved in the completion of the European Internal Market, trilateral harmonisation of regulatory requirements (ICH) between Europe, the US and Japan, the accession of the Community to the European Pharmacopoeia Convention and the development of pricing transparency and industrial policy in the pharmaceutical sector. He became the first Executive Director of the Agency for the Evaluation of Medicinal Products (EMEA) based in London, from September 1994 to November 2000.
