DRM Workshop I - Brussels, 28.02.2002
The promotion of open, flexible and interoperable Digital Rights Management Systems (DRMS) was the subject of a workshop organised by the European Commission in Brussels on 28 February 2002. Representatives of the content, information technology, and consumer electronics industries, as well as several user and consumer associations, participated and set out their views on how to make DRMS acceptable to all market players and how to bring about co-operation between them. Erkki Liikanen, the Information Society Commissioner and Frits Bolkestein, the Internal Market Commissioner, both spoke at the event.

DRM Working Groups
As a follow-up to the first DRM Workshop held on 28th February 2002, the Information Society Directorate-General of the European Commission has decided to establish four working groups that will hold one kick-off meeting between July and December 2002. These working group meetings will be hosted and co-ordinated by the different stakeholder groups.
Each working group will be set up to focus on the interests of a particular sector : users, rightholders, IT and consumer electronics industries, and collecting societies, and will take on an informal round-table format, where the active participation of each respective interest group concerned will be encouraged. Each kick-off meeting will outline a text on the perspectives and requirements for that particular group, which will be further developed beyond the meeting and co-ordinated by the co-ordinators of each group assisted by the Commission. Interested parties who did not attend the kick-off meeting will also be given the opportunity to contribute through submissions to the co-ordinators.
The aim is for the four DRM working groups to each produce a consensus document on DRM requirements and guidelines by the end of 2002, which could then be presented to a larger-scale workshop in early 2003.
The working groups are restricted to around 20 active participants, comprising of one representative from each main sector of interest and divided into the five general categories (consumers/end-users, B2B users, ICT and consumer electronics industries, right-holders and content producers, collecting societies). This will favour international/European associations rather than individual organisations or companies. Numbers in the meetings themselves will be restricted in this way to ensure maximum effectiveness and efficiency. However, involvement in the follow-up process to the meetings will be open. Subject to room availability, some observer seats may also be allocated on a first-come-first-served basis.
The working groups will be hosted and co-ordinated by volunteers from the interest groups concerned. The Commission (DG Information Society) will oversee the entire process, issue invitations and co-chair the meetings. DG Information Society's DRM website will be used for making documents publicly available, including the agreed minutes of each meeting.
DRM Working Group 1 - "The User Perspective" - 18 July 2002
The purpose of this working group is to give users and consumer organisations the opportunity to explain and discuss with the other stakeholder groups their specific concerns and perspectives on DRMS. A list of agreed requirements and guidelines that focus on the user and consumers' perspectives will be drawn up.

DRM Working Group 2 - "The Technology
Companies' Perspective" - 2 October 2002
The purpose of this working group is to give technology companies from the IT and consumer electronics sectors the opportunity to explain and discuss with the other DRMS stakeholders their specific concerns and perspectives on DRMS. A list of agreed requirements and guidelines that focus on the technology companies' perspectives will be drawn up.

DRM Workshop II - Brussels, 25.03.2003
The purpose of the workshop held on March 25, 2003 was aimed at bringing together representatives of the Member States and of the main stakeholders to present the results of the working groups and to gather views on what should be the future role of the Commission in this process.

The High Level Group on Digital Rights Management (DRM), set up by the
Commission to consolidate the views of the various stakeholders on DRM related
issues, and to identify the possible ways forward, presented its Final Report on
8th July 2004. The informal public consultation on the Final Report allowed a
wide range of stakeholders to provide their views on the outcome reached by the
High Level Group.
In order to share the result of the informal public consultation and the outcome
of the High Level Group, and where possible to further explore ways to reach
consensus on DRM, the Commission organised a one day workshop on DRM which took place on 6 April 2005, from 9.15 AM to 5.30 PM.
