Network & Information Security
Users often feel insecure when using the Internet due to fear of viruses, hacking attacks and credit card fraud and a lack of confidentiality and authentication. To build confidence and trust in electronic communications, eEurope proposes to improve the security of on-line transactions by supporting the development of certification services and Internet security solutions and encouraging the development of common specifications for smart cards.
Another key element is a common approach to cybercrime. Have a look at

In June 2001, a communication on network and information security was adopted.
The Council has adopted 2 resolutions
on network and information security (in

in December 2001, and one on a European Approach Towards a Culture of Network and
Information Security, January 2003, in MS Word:
In February 2002 the Commission adopted a proposal to establish the European Network and Information Security Agency:

Other important documents on security are the directive on electronic signatures (1999/93/EC) and the communication on trust and security in electronic communication (COM 97/0503).

What has been done so far?
Progress on all action lines of eEurope is monitored has been monitored at three levels - progress at EU level, progress at Member State level and data collection in the context of benchmarking. Progress reports by Community institutions and Member States have been updated end of 2001.
