Electronic access to public services

e-Government is about bringing administrations closer to citizens and businesses. The idea is for people to be online, not in line. To achieve this, eEurope proposes online access to government and Commission services, fast-track procedures to set up a company and wider use of electronic signatures and open source software.

Benchmarking: Top of the Web

Top of the web is the European Commission's benchmark of the use and quality of public government online services. The purpose is to enable EU Member States, Norway and Iceland to compare performance, identify best practice and to promote remedial action. top of the web is running from January 2003 until July 2004. For further information please visit the Top of the web website.

What has been done so far?

Progress on all action lines of eEurope has been monitored at three levels - progress at EU level, progress at Member State level and data collection in the context of benchmarking. Progress reports by Community institutions and Member States were updated end of 2001.
