Public Consultation on Child safety and mobile phone services

The consultation document "Child safety and Mobile phone services" explored the issues raised by the use of mobile phone services by children and young people. The public consultation was launched on 25 July 2006, and was open until 16 October 2006.

The consultation was structured around 6 questions covering risks, regulatory framework , technical solutions and European solutions.

Results

The responses to the public consultation came mainly from the industry itself, child safety and consumer organisations and public authorities.

All respondents agree that, although mobiles are of great benefit to children and young people, risks exist: bullying, sexual grooming for abuse, access to illegal/harmful pornographic and violent content and privacy risks, in particular due to the inappropriate use of camera phones and location services. The respondents also agree that responsibility for safe use of mobile phones by children should be shared between industry, carers and public authorities.
