Calls for proposals

The Commission awards grants to projects selected following the adoption of the annual Work Programme and the launch of a call for proposals.

Available funding

The total amount available for funding is detailed in the corresponding annual Work Programme.

Who can submit a proposal?

The call for proposals under Safer Internet programme are open to all legal entities established in the Member States. Legal entities established in EFTA States which are contracting parties to the EEA Agreement (Norway, Iceland and Liechtenstein) may also take part.

Legal entities established in other countries may take part under the conditions set out in Article 2 of the Programme Decision, provided that the country signs a bilateral agreement to join the programme.

Legal entities established in non-EU countries other than those referred to above and international organisations may take part in all projects at their own expense.

Legal entities established in Russia may take part in Action 1.1 (Safer Internet Centres) of the 2009 call for proposals under the conditions specified in the Work Programme

Open calls

The call for proposals under the Safer Internet programme was launched on 11 June 2009. The call announcement was published in the Official Journal C 132/09 on 11.06.2009. Please note that the call has a fixed deadline of 19 November 2009

The 2009 Work programme and the criteria and content of the call for proposals were adopted by the Commission on 29.5.2009. No substantial changes have been made to the final versions of the Work programme and the Call text compared to the draft versions previously published.

How to submit a proposal?

Guide for proposers 2009

The Guide for Proposers is part of the information necessary to make a project proposal in response to the Safer Internet 2009 call for proposals. It provides guidance on how to prepare and submit a proposal.
It is accompanied by appendices containing the mandatory proposal submission forms (Parts A, B and C).

The pre-proposal service for the call for proposals is open as from now.

Preparing a pre-proposal

Before developing a full proposal, prospective proposers may make use of the (optional) pre-proposal service by submitting an outline description of no more than three pages using the following pre-proposal form.


Pre-proposals are welcome in the following formats: Text, Word, RTF files and can be sent by e-mail to Safer Internet helpdesk (click on the link)

Please send pre-proposals early enough so that you have time to take account of the Commission's comments when writing the full proposal.
The Commission will give comments as quickly as possible. Those sending pre-proposals will receive an acknowledgement with a target date for the Commission reply.

Please note that replies to pre-proposals submitted after 6 November 2009 might not arrive in time to be of use for the development of a full proposal. The Commission reserves the right to suspend this service if the number of pre-proposals received means that further pre-proposals could not be dealt with properly.

Note that the Commission comments are purely indicative and not binding. They do not pre-empt the evaluation of any subsequent full proposal, the Commission services do not guarantee that any subsequent full proposal will be accepted or, if accepted, selected. The Commission services will not divulge any information about outline proposals to third parties.
