Information Society and External Relations: Linking European Policies (Autumn 2007)Many issues related to electronic communications and media are of common concern to countries around the world. The EU therefore cooperates with many countries and international organisations to represent Europe's interests and actively promote the benefits of the Information Society and cultural diversity to all people. In doing this, its main objectives are the following:

Address issues of an emerging global information and knowledge society that become of common concern.

Close the digital divide between the rich and poor countries by supporting the development of the information society in developing countries. Increase awareness in the EU of the strategic character of the integration of developing countries in the information society.

Support economic growth and the promotion of Information and Communication Technologies through international cooperation and agreements, as well as the promotion of the European regulatory approach.

Identify and address major challenges through cooperation in ICT research where such cooperation at the global level is a positive sum game, or where it may come in support of EU policies on telecommunication regulation and on the information society.

Establish a favourable environment for international research cooperation and enable the access to and transfer of knowledge, technologies and skills available internationally.

Promote cultural diversity in audiovisual media in international fora.

Encourage the development of policies to reinforce the media and press industries in the interests of pluralism and in respect of fundamental principles governing the democratic functioning of the media.
International cooperation activities at three levels
These overall objectives are pursued at three closely interlinked levels: The global level, the level of bilateral and regional policy dialogues and economic cooperation, where the European model has considerable persuasiveness in other countries, and the research cooperation level, which helps to promote mutually beneficial partnerships. Activities at all three levels are important to the success of the EU in the perspective of the Lisbon Strategy.
