ICT for sustainable and interoperable health services*
Ensuring the sustainability of the health systems is a key societal and economic challenge for Europe in the next decades. eHealth provides means to address this challenge. One of the key hurdles in the efficient deployment of eHealth in Europe is the lack of interoperability of eHealth solutions across the Member States and within the Member States. In addition to the major difficulties that this brings to cross-border operations of eHealth systems, it leads to a large fragmentation of the eHealth markets and a weakening of European suppliers of eHealth solutions be it products or services.
The importance of cross-border interoperability of eHealth solutions is recognised in the "eHealth Action Plan", "recommendation on cross-border interoperability of electronic health record systems" and "communication on telemedicine for the benefit of patients, healthcare systems and society"(1) of the European Commission and also confirmed in the eHealth Resolution (WHA58/28) of the World Health Assembly(2).
The CIP ICT PSP Work programme aim at supporting member states and stakeholders in the challenging task of to ensuring the implementation of EU-wide interoperable health services. The approach is to build on existing national/regional solutions, expertise or experience, and to progress step by step. This approach has been the guiding principle of the projects funded under these objectives.

adopted on 1 February and that the CIP-ICT PSP Call 6 has been published in
today's Official Journal (OJ 2012/C 30/03 of 3 February). The call will close on
15 May 2012.

After the information day (3/2/2012) on the 6th Call for Proposals, a CIP Workshop will be dedicated to: Funding opportunities in ICT for Health, Ageing Well & Inclusion. It will take place in Brussels on 17 February 2012.
The ICT Policy Support Programme (ICT PSP) has an overall budget of € M 730. In 2010 the annual budget amounts to more than €116 million. It will go to beyond €140 million in 2013.

Two actions have been funded under the Theme 3 of the CIP ICT PSP work programme:
- One project (pilot A) under the Objective 3.1: EU wide implementation of eHealth services to support continuity of care: patient's summary and ePrescription and
- One thematic network under the Objective 3.2: Experience sharing and consensus building in eHealth
- European Patients Smart Open Services project (epSOS) is a European large scale pilot aiming at developing, testing and validating specifications for interoperability of patients summaries and ePrescriptions. It involves 27 beneficiaries out of twelve EU-member states, including ministries of health, national competence centres and industry. The target of the project is the specification and testing of pilot solutions based on existing national solutions, using concrete individual health data in international settings. The project aims at developing, testing and validating technical specifications to ensure interoperability of patient summaries and ePrescription solutions. To achieve this objective the project will also cover issues linked to semantic interoperability as one of the enables to ensure that such applications can be interoperable. epSOS project was launched on 1st of July 2008 and will run for 36 months.

- The CALLIOPE Thematic Network is a structured forum, supporting the implementation of interoperable eHealth solutions across Europe. Its first objectives include the elaboration of a common Interoperability Road map; review and advancement of the EC Interoperability Recommendation and; facilitation of pre-standardisation processes through liaison with Standards Development Organisations. The CALLIOPE Network was launched on 1st June 2008 and run for 30 months.

One action has been funded under the CIP ICT PSP work programme 2009:
- One project (pilot A)
RENEWING HEALTH, REgioNs of Europe WorkINg toGether for HEALTH (RENEWING HEALTH) aims at implementing large-scale real-life test beds for the validation and subsequent evaluation of innovative telemedicine services using a patient-centred approach and a common rigorous assessment methodology. It involves 9 of the most advanced regions in the implementation of health-related ICT services, where service solutions are already operational at local level for the tele-monitoring and the treatment of chronic patients suffering from diabetes, chronic obtrusive pulmonary or cardiovascular diseases. Although integration of the service solutions at regional level is the highest priority for the Project partners, the use of international standards and the progressive convergence towards common interoperable architectures will be equally sought to prepare and facilitate their subsequent scaling up at national and European levels.
The project started on 01/02/2010 and will end on 30/09/2012.

The ICT for Heath Unit also manages two projects (Pilot B) which were funded under the Objective 2.2: ICT for ageing well within the theme 2 of the CIP ICT PSP work programme.
The objective is to significantly improve quality of life and ensure efficient health and social care for the ageing population by specifying and demonstrating innovative ICT enabled products and services. The two projects aim at improving chronic disease management and providing better personalized healthcare services, contributing to the continuity of care and improving the quality of life.
In particular NEXES (Supporting Healthier and Independent Living for Chronic Patients and Elderly) aims at deploying four specific integrated care programs targeting prevalent chronic disorders (well-being and rehabilitation, enhanced care support of unplanned hospitalisations, home hospitalisation and early discharge and support of diagnostic and/or therapeutic procedures);

And CLEAR (Clinical Leading Environment for the Assessment and validation of Rehabilitation Protocols in home care) The CLEAR project proposes the implementation of a tele-rehabilitation service in four Member States of the European Union, with the ambition to convert the project after its completion and shown feasibility to a European platform to contribute to the harmonization of e-health services in the EU.
The rationale behind this project is the HABILIS EUROPE concept, which principal objective is to establish a network of companies, under a legal corporate entity, providing an expandable set of tele-rehabilitation services across the whole EU, with significant potential to enhance the deployment of e-health services and optimization of healthcare resources.

The ICT for Heath Unit also manages one project (Thematic network) which was funded under the Objective 1.6: Objective 1.6: Improving certification of eHealth products within the theme 1 of the CIP ICT PSP work programme 2008.
The objective is to explore and propose a procedure for EU wide labelling and certification of Electronic Health Record systems. The labelling and certification will focus on interoperability, security and other requirements such as ethical issues. The proposed procedure should take into account existing certification schemes of Member States and the good practice requirements as elaborated by EUROREC. Measurable indicators should be provided that show benefits of such EU wide certification scheme to purchasers and procurers, suppliers, healthcare professionals and patients.
The EHR-QTN project promotes certification by organising national workshops in 27 different European countries, by validating the EuroRec functional statements (over 1.400 statements), translating a substantial set of them in over 20 different European languages and by validating the EuroRec certification tools and certification procedures. The focus functionalities of the validation and the translations to be addressed during the project will be on medicinal product prescriptions, on medication management, on summary records as well as on generic statements regarding reliability and trustworthiness of the systems and on security and access management.
