Trans-European access to population registers for business and citizens

Issues being addressed

In today's Europe the development of the Single Market and the associated freedoms of movement require cross-border eServices. One of the most frequently used services offered by public administrations in the EU Member States is the verification of address information by accessing population registers. However companies and citizens who want to gather such information to reduce incorrect mailings or to obtain customer relations face a complex situation of responsibilities, specific requirements and language barriers.

The Registry Information Service on European Residents (RISER) will change this by setting up a central web-service for collecting inquiries, distributing them to the responsible authorities and delivering the results to the customer.

Objectives

The objective of the Registry Information Service on European Residents is to create a Trans-European eGovernment service offering access to official registry information services to companies and citizens. The service communicates with customers and data suppliers via a secure internet infrastructure based on open standards. The service offers a single point of access to population registers in the EU Member States of the European Union via the internet and complies with the national regulations concerning civil registration, privacy and data security. The RISER portal www.riser.eu.com provides multilingual access and standardised payment procedures to the customer following the concept of One-Stop-Government. RISER is in compliance with European and national data protection and data processing law and does not intend to build up a central European population register. The protection of personal data and the security of the entire system are of paramount importance for the project. RISER, in consequence, can be a precursor for other pan-European developments addressing semantic interoperability or the exchange of sensitive data.

Achievements

In September 2004 the RISER service started a trial between Germany and Austria. In 2005 an Irish pilot was set up. In the framework of the trial covering the three Member States, customers and civil registration authorities are invited to co-operate with the RISER-Consortium. 39 pilot customers from five countries and different branches like lawyers, utility companies, trade companies as well as citizens are currently using the service. In the future the service will gradually expand to other EU-Member States. Initial contacts with potential suppliers in Poland, Estonia, Hungary, Finland and Sweden have been established already. This will increase the usefulness of the service as more and more population registers will become accessible.
