As the "e-Inclusion: be part of it!" campaign reached its conclusion, the 2008 e-Inclusion Ministerial Conference showcased the best of e-Inclusion initiatives and shaped the future European e-Inclusion agenda. The event hosted e-inclusion leaders from industry, academia and voluntary sector and addressed topics as diverse as shaping European e-Accessibility environments, investing in information technology for sustainable elderly care, digital literacy and insights into future technology perspectives. European Ministers came together to measure progress, refresh the Riga vision, and gain valuable insights from cutting-edge initiatives. The European Commission has founded the e-Inclusion Award to set focus on the innovative use of Information and Communication Technologies (ICT) to help digitally and socially excluded Europeans. The winner of the e-Accessibility Award was the former eTEN project, RoboBraille. RoboBraille is an email-based service capable of translating electronic documents into either synthetic speech or contracted Braille. |

The eChallenges e-2008 Conference took place on 22-24 October 2008, in Stockholm, Sweden. This was the eighteenth in a series of annual conferences, which regularly attracts over 650 delegates from leading commercial, government and research organisations around the world. The goal of e-2008 was to stimulate rapid take-up of Research and Technology Development (RTD) results by industry and in particular SMEs. The European Commission had a stand at the exhibition, which featured - amongst others - the PEPPOL Large Scale Pilot project on electronic procurement. A separate stand has been designated to the eTEN HealthWare project. Healthwear is validating the European market in Greece, Italy and Spain for remote health condition monitoring through wearable medical sensors. The VOICE eParticipation Preparatory Action project was also featured at an exhibition stand. VOICE aims to increase transparency and public participation in EU policy-making with the help of ICTs. A parallel session on eGovernment eServices Case Studies saw a presentation from the FASTeTEN project. |

| The Open Days 2008 European Week of Regions and Cities is the biggest annual gathering of EU and regional policy-makers and other stakeholders operating in the regional policy sector. Open Days, organised by the Committee of the Regions and the European Commission, is centred in Brussels from 6-9 October 2008. Altogether, more than 5,000 regional policy experts are expected to participate and to discuss issues such as attracting investors, clusters, public-private partnerships, supporting growth and jobs, and the implementation of new programmes with over 600 speakers from various European countries. The event's overall title is "Regions and cities in a challenging world". A workshop on eGovernment is planned for 7 October to look at current EU initiatives in this area and how they can benefit regions and municipalities. Two workshops will be organised on the topic of eHealth on 9 October; one to share experiences and lessons learnt and another on "Making eHealth a reality on a larger scale – amplifying its benefits". eInclusion will be discussed in a session on "Local and regional investments in eInclusion delivering innovation and growth" on 9 October. | ||

ePractice.eu organised its Mid-term Workshop on 19 May 2008 in Brussels. This interactive portal follows the path of other successful web 2.0 initiatives like Facebook, offering a good practice exchange scheme with a number of additional services – such as communities, news, events, library, etc. - for the professional community of eGovernment, eInclusion and eHealth practitioners. Started less than a year ago, ePractice today has become a world-wide reference for good practice exchange for ICT practitioners with more than 860 good practice cases and some 13,200 members from 46 countries. The new functionality of "ePractice Communities" is also kicking off; some 12 communities have already been set up on various topics on the portal. eChallenges e-2008 Conference & Exhibition takes place in Stockholm, Sweden 22 - 24 October. The International Programme Committee for e-2008 is now inviting extended abstracts (1,200 - 1,500 words) for technical papers, visionary papers, business and government case studies. Proposals to arrange workshop sessions are also welcome. The forthcoming Slovenian Presidency of the EU is organising a conference on e-Government entitled "Alliance with Users". The conference will be held on 11 February 2008 in Brdo, Slovenia followed by the "eGovernment Services Conference: IDABC and beyond" on 12 -13 February 2008 at the same location. The title of the conference symbolises a tighter connection between eGovernment as a provider of public services and users; suggesting that their cooperation should eventually result in better services. The conference programme is set around three policy priorities of the forthcoming Slovenian Presidency in the field of eGovernment interoperability, reduction of administrative burden and eParticipation & Inclusive eGovernment. These policy priorities will be discussed within four plenary sessions, from different perspectives of the main motto "Alliance with Users". The conference also hosted an exhibition, which featured amongst others, the CIDRE, FAST, HANDS and RISER eTEN projects. CIDRE aims at bringing a mobile citizen prototype service existing in Germany (German acronym: 'MoBüD') into the trans-European market. By means of mobile technology, eGovernment services are brought directly to the citizens, e.g. at shopping malls, libraries, homes of the elderly etc. Thus citizens can use public services at more convenient places with lowered access barriers, reducing the administrative burden and leading to a more citizen-friendly public administration. The field trials have already started in Estonia and Sweden. They will start soon in the Netherlands. FASTeTEN, will examine how the FAST (Fournisseur d'Accès Sécurisés Transactionnels or Secure Access Gateway) secure electronic document exchange system, developed in France, can be deployed for the benefit of administrations and citizens across Europe. In order to do this, FASTeTEN is preparing two pilot deployments; in educational services in the city of Sheffield, United Kingdom, and in eProcurement in the region of Valencia, Spain. FASTeTEN will streamline the administration of certain aspects of these public services by introducing applications that will allow secure, fully trackable electronic document exchange. This is expected to result in considerable time, effort and money savings. The potential deployers' group includes public authorities from Belgium, Bulgaria, Hungary, Italy, Malta and Spain. HANDS is an on-line communication service designed to facilitate and ameliorate communication between citizens and Public Bodies, allowing citizens to use their everyday language, thereby obtaining a direct pre-structured and, at the same time, richer interaction. The Registry Information Service on European Residents (RISER Service) is an eGovernment Service facilitating the retrieval of information from official population registers for the purpose of cross-border address verification via Internet. The service is supplied by national or local authorities with data from population registers all over Europe. |

In June 2006, European Ministers met in Riga, Latvia and agreed on a series of actions and targets in their Ministerial Declaration on e-Inclusion. While many organisations and individuals are actively working towards an all inclusive digital society, progress is only half as fast as it should be. That is why the European Commission has adopted a European initiative on e-Inclusion setting out key actions like "e-Inclusion, be part of it!", an awareness and dissemination campaign for 2008 and the preparation of e-Accessibility legislation. In this respect, a Ministerial event, co-organised by the Portuguese Presidency of the European Union and the European Commission was held on 2-3 December 2007 in Lisbon, Portugal. The event provided the opportunity to discuss this new policy, and the key steps to be taken by stakeholders to accelerate progress towards the Riga targets. Its interactive exhibition allowed delegates to experience at first hand how technology can help people enhance their lives, as well as personally experience some of the restrictions that being excluded can bring. The former eTEN projects, Seniority and MobilAlarm were among those invited to participate in the exhibition. Seniority market validated a quality control system and tele-monitoring for elderly residences, with pilots in Spain, France, Italy and Portugal. The MobilAlarm device is designed for people seeking more security when on the move, allowing them to connect to a dedicated call centre whenever and wherever in need of emergency, health or other services. A built-in GPS locator allows for exact location on electronic maps to direct police, ambulances or others as needed. |

| The eHealth European Conference 2007 took place in Berlin between 17 and 19 April. Under the theme "From Strategies to Applications", the conference presented an overview of the current and planned implementation of ICT applications to healthcare through a combination of different events. The eHealth Week Berlin 2007 was made up of four main conferences, the academic conference TELEMED, the political annual European eHealth conference (under the German presidency), the trade-fair IToG (International Forum for Healthcare IT) and the expert forum of the KIS conference. The main outcome, as stated in the joint Member States declaration is that interoperability is a must between the different healthcare systems from GPs personal PCs to national care systems. Projects of the eTEN programme such as Enn-ICS, i2Health, Netc@rds for eEHIC and ePrescript were also present during the eHealth European Week in Berlin. | ||

The Personal Health Systems conference took place on 12-13 February 2007 at the premises of the European Parliament in Brussels. The conference focused on the state-of-the-art in Personal Health Systems, such as wearable and portable health monitoring systems, and ICT-supported personalised services for extended healthcare, including home care.
On the one hand, the conference attempted to consolidate the results of over 10 years of research in the area of Personal Health Systems (including telemedicine and home care) and demonstrated how applications can be expanded at European level. Further, the scope of this event extended to demonstrate the impact of eHealth, and in particular of Personal Health Systems. By bringing together healthcare professionals, industrial representatives as well as European, national and regional authorities, the conference aimed to stimulate market development and support Member States and regions in deploying eHealth systems and services that enable better care for people in an ageing society. Among the exhibitors, two of the stands demonstrated the practical solutions resulting from the Health eLife and Health Service 24 former eTEN projects. These two services were also introduced during the conference, along with the former MobilAlarm as well as current MCC and Linkcare projects. |

The 2006 eChallenges conference took place on 25-27 October in Barcelona, Spain. The main goals were to discuss e-services across Europe and to stimulate take-up of applied ICT results by industry – and by the European public sector, to promote knowledge sharing between industry, government and stakeholders, and to support international cooperation. The conference brought together over 650 delegates from leading commercial, governmental, research and academic organisations around the world sharing knowledge, experience, lessons learnt and good practice.
This year, eTEN had again a strong presence including individual eTEN project stands, a dedicated eTEN stand, a keynote speech by David Broster titled: "Implementing ICT policies through sustainable eServices" and also a workshop on how to implement e-services on the European market. Through concrete project examples from the eTEN programme, the workshop explored how research, policy and implementation can be channelled into e-services of long-term benefit. The 16 eTEN projects represented at the conference were: Attentianet, Cold Trace, eComode, eParticipate, EULIS Plus, Hands, HealthService24, ICARE, KLAB, Netc@rds, ParkService, PPP, RISERac, RoboBraille, Orthosim, TENUTA. One of these, Attentianet, was presented with a prize as runner-up for the best demonstration stand. |
