eTEN was supporting the deployment of trans-European e-services in the public interest. The programme aimed to accelerate the take-up of services to sustain the European social model of an inclusive, cohesive society. eTEN’s six themes included eGovernment, eHealth, eInclusion, eLearning, Services for SMEs and Trust & Security. The eTEN European Community programme finished at the end of 2006 as the funding cycles of the programme were completed. As projects will continue through 2008, 2009 and 2010, a quarterly newsletter is still published in order to provide support for the ongoing projects funded under the programme. This newsletter is currently distributed to 3,200 recipients. You can subscribe to receive regular free copies at the eTEN website.

ePractice.eu portal reached a number of over 100 000 visits
In the month of June 2008 ePractice.eu, the
European good practice exchange platform for eGovernment, eInclusion and
eHealth practitioners, reached a number of over 100 000 visits. The number
of unique visitors has been increasing rapidly as well and during the last
month achieved almost 50 000. The growth shows the success of the portal in
reaching its objective to empower its users to discuss and influence open
government, policy-making and the way public administrations operate and
deliver services. See the

Final Evaluation of the eTEN Programme
Following a midterm evaluation in 2005, the final evaluation of the eTEN Programme has been published, covering the period from 2002 until programme end in December 2006. A team of contracted independent evaluators has assessed the relevance of the programme's objectives, priorities and means of implementation, the effectiveness and impact of the programme, its efficiency and cost effectiveness, its utility and sustainability, and causal links from resources used through to activities and presumed impacts. The Commission considers that this is a very positive report confirming both the effectiveness of the programme management and the utility of the programme. The results provide also evidence that the ICT Policy Support Programme of the Competitiveness and Innovation Programme (CIP) can be expected to build on the results of eTEN. Work will continue into 2009 by both the evaluators and the Commission to determine the impact of projects from later years of the eTEN Programme. More

eServices Europa portal The European Commission foresaw tailor-made support to eTEN projects through 2008, 2009 and 2010 with the help of a contractor. Through a Call for Expression of Interest, in 2008, ten projects have been selected to receive direct support through training, dissemination, marketing, networking support and facilitating contacts with administrations and potential investors. To facilitate this, the eServices web portal (http://www.eservices-europa.eu/) has been set up to allow the selected and other interested projects to benefit from this experience. News from the Commission
The first ICT Policy Support Programme's Large Scale Pilots from Call 2007 have been launched. The pilot project on electronic identity (eID), STORK (Secure idenTity acrOss boRders linKed) will enable businesses and citizens to securely use their national electronic identities and get help from public administrations in any Member State they live in or travel to. The pilot project on eProcurement, PEPPOL (Pan European Public Procurement OnLine) will connect existing national systems, crucial for allowing businesses to bid for public sector contracts anywhere in the EU; an important step towards achieving the Single European Market. The S.O.S. project (Smart Open Services) intends to remove linguistic, administrative and technical barriers within the EU, by making it easier for people to receive medical assistance based on their medical history, especially when they are away from their home.

Funding Sources
As eTEN projects will gradually finish, we would like to draw your attention to some complementary EU funding sources. While as a question of sound financial management of public funds, it is not possible to combine funding from two different Community sources for the same set of eligible costs, it is possible to use Structural Funds, the EAFRD and other EU funds for different aspects or phases of, for example, a project or programme, provided that the aspect or phase concerned meets the relevant funding source's criteria for support.

MobilAlarm recognised as leading European Ambient Assisted Living service
By
2020, 25% of the EU's population will be over 65. To respond to this growing
demographic challenge, the European Union Council of Ministers approved, on
23 June 2008, a European Commission plan to make Europe a hub for developing
digital technologies designed to help older people to continue living
independently at home. In its
press statement, the Commission referred to the
MobilAlarm project as one of two exemplary research results
in this field: "EU research and innovation in this area has already a
successful track record in creating innovative ICT solutions for elderly
people … MobilAlarm, a tracking service allowing older persons to initiate
an alarm call and get support whenever and wherever they need or want to do
so." MobilAlarm was co-funded by the eTEN Programme in Call 2003. Details on

Slovenia joins RISER Consortium
The Slovenian Ministry of Interior and a
Slovenian IT solution provider joined the RISER eTEN project consortium in
July 2008, resulting in 12 partners from 7 EU Member States deploying the
RISER Service; one of the first cross-border eGovernment services in
European civil registration. In future, RISER will handle all cross-border
inquiries for the Slovenian central population register, which keeps the
basic data of the 2 million inhabitants. With the new partners, RISER now
increases its coverage to 9 European countries and 128 million inhabitants.
The Registry Information Service on European Residents (RISER Service)
facilitates the retrieval of information from official population registers
for the purpose of cross-border address verification via the Internet.

May 2008: New Netc@rds service sites launched
New NETC@RS service sites were
launched in Slovakia recently. While the previous tendency has been to
focus on hospitals only, this time two pharmacies have also been taken
on board. NETC@RDS service points also operated during the European
football championship (EUROPA 2008) in Switzerland earlier this summer.
These recent achievements of the
NETC@RDS
project follow the earlier works, which have developed and tested
practical solution implementations for the electronic European Health
Insurance Card (eEHIC) in pilot regions of 10 Members States. The
currently running Initial Deployment phase plans to add new sites in 15
European countries to a total of 305 service sites (566 service points)
to enable "non-planned" health care for European citizens who provide
evidence of entitlement.

June 2008: National court cases on freedom of movement and environmental law
Caselex started rolling out cases on
freedom of movement law which serves at the heart of EU law. Also in
June, Caselex launched national Supreme Court cases on the application
of the EU's environmental law. In parallel it introduced Latvian Supreme
Court cases, bringing its total case coverage to nine areas of law and
23 countries. Caselex is the first premium information service providing
access to the most important national and European case law linked to EU
law. An easy to use online service holding exclusive case digests in
English allows legal professionals to easily use foreign cases relevant
to their work or study.

European Forum on Telemedicine, Barbastro, Spain The Midterm Workshop of the Health Optimum Initial Deployment project discussed the European and Spanish vision on telemedicine and exhibited new technologies for telemedicine. Health Optimum presented a concrete example of the take-up of such technologies; through the experiences in its regional pilot sites in Aragon (Spain), Syddanmark (Denmark), Veneto (Italy), County Council of Uppsala (Sweden) and Timis (Romania). Other eTEN telemedicine projects - such as Eurogene and Better Breathing - were also featured during the conference. More |

09/09/2008: Ten4Health Workshop, Kiel, Germany The workshop focused on concrete steps to improve pan-European healthcare provision and on policy needs to accelerate European integration in this field. The workshop - organised by the TEN4Health project - was entitled "Citizen Services for Borderless Healthcare in the European Union: Current Situation - Vision - Solutions". 15/10/2008: FASTeTEN secure infrastructure workshop, Issy-les-Moulineaux, Paris, France The FASTeTEN workshop will give a technical overview, examine the pilot deployment in detail and will be an opportunity for other public bodies to learn about this recognised good practice case. FASTeTEN is piloting the FAST bundle of services for secure document exchange in different European contexts. FAST (standing for Fully Automated Secured Transactions) has been successfully tested in France, but has the potential to offer considerable benefits to other European public administrations. More |

Two workshops will be organised on the topic of eHealth on 9 October; one to share experiences and lessons learnt and another on "Making eHealth a reality on a larger scale – amplifying its benefits". eInclusion will be discussed in a session on "Local and regional investments in eInclusion delivering innovation and growth" on 9 October.
