Regulation (EC) No 1159/2005 of the European Parliament and of the Council of 6 July 2005 amending Council Regulation (EC) No 2236/95 laying down general rules for the granting of Community financial aid in the field of trans-European networks (OJ 2005/L191/16 of 22.07.2005.

The Trans-European Network (TEN) initiative is based on articles 154, 155 and 156 of the Treaty establishing the European Community, which set the objective of establishing Trans-European networks in the areas of transport, telecommunications and energy.
These networks will enable the citizens of the Union, economic operators and regional and local communities to derive full benefit from the setting-up of an area without internal frontiers.

The Treaty requires that a set of guidelines be produced to define the terms of reference to meet the objectives set out in the articles:

Guidelines trans-European telelecommunications networks
Before the approval of these Guidelines, the TEN action in the telecommunications sector was based on the Decision No 2717/95/EC of the European Parliament and of the Council of 9 November 1995, on a set of Guidelines for the development of the Euro-ISDNas a trans-European network.
