Orientations and priorities for eTEN programme 2003-2004

The TEN-Telecom programme was established in 1997 to support projects of common interest in the area of trans-European telecommunications networks to enable the citizens of the Union, economic operators and regional and local communities to derive the full benefit of the internal market. In its first years of existence TEN-Telecom concentrated successfully on infrastructural project support in the telecommunications domain. However, the telecommunications networks and deployment are not an end in itself but must be complimented by the deployment of the services which these networks support. Already in 1999, the TEN-Telecom programme had begun a process of reorientation by placing less emphasis on the infrastructure side and concentrating more on telecommunications based services.

In 2002 the Commission provided a new focus and impetus to the programme by clarifying the relationship between TEN-Telecom (now called eTEN) and other EU initiatives (notably eEurope) and redefining the areas of Common Interest. The main focus of eTEN in 2003 and 2004 will be the practical realisation of eEurope general interest services objectives – addressing a broad set of applications and generic services (particularly mobile and broadband) in the area of eGovernment, eHealth, eInclusion, eLearning, advanced mobile services and trust and confidence services. Furthermore the progamme will focus on interconnections and interoperability of networks necessary for the operation of specific public interest services.

The Commission is carrying out a Public Consultation on proposals for further updating and improving the scope and focus of the eTEN programme. We invite you to give your comments on the discussion paper « Orientations and priorities for eTEN programme 2003-2004 ».

This document is a self-contained presentation on the future orientation of the programme. The document outlines the main issues to be addressed in the eTEN Workprogramme 2003 and seeks your help in focusing on the particular areas and topics that should be addressed in the upcoming call. It includes the questions and issues we would appreciate getting your comments on. The result of this consultation exercise will be the Workprogramme of eTEN for the year 2003. The consultation also looks forward at the further evolution of the programme in 2004.
