Results
The eTEN call 2004/1, published on 10 March 2004 invited proposals for market validation studies, initial deployment projects and support and co-ordination actions with an indicative budget of 42M€.
Call 2004/1 turned out to be very successful both in number, as in quality of the received proposals: 215 proposals were received, of which 204 were eligible for evaluation. Compared to the previous call, there was a 43% increase in received proposals and a 50% increase in proposals evaluated.
The evaluation of the proposals took place in June/July 2004 with the assistance of independent experts and resulted in a final set of 72 ranked proposals. The ranked proposals were together requesting a higher funding then the available budget would permit. The Commission is therefore starting negotiations with the highest ranked proposals, 47 in total. A further 9 proposals are on a waiting list and will be negotiated if budget will become available. A first general meeting was held mid-October with the 47 proposal co-ordinators concerned.

Negotiations will start with 1 Initial Deployment proposal within the eGovernment theme, 42 Market Validation proposals and 4 Support and Coordination Actions.
The thematic coverage of the Market Validation proposals includes proposals in the eHealth theme (13); the eLearning theme (10); the eGovernment theme (9); the services for SME’s theme (9) and the Trust and Security theme (1).
The proposals under negotiation include more then 370 participants coming from all 25 EU Member States and Romania, that fully participated in the eTEN programme for the first time in 2004. The new 10 EU Member States and Romania performed rather well and showed a very strong integration with the former EU 15 Member States.
