eTEN and Enlargement

Introduction

On 1 May 2004, 10 countries joined the European Union in the most ambitious enlargement until now. The list of Member States numbering 25 is now:

Participation in eTEN is open to all legal persons, public and private in all of these countries.

The article below has been written with the objective of disseminating information about eTEN and it may be used for wider publication at no charge. Enlargement Study

The Commission has received the final report of a Study referred to as the Enlargement Study. The objective of the Study was to make operational recommendations to both the European Commission and also to New Member States on possible actions which might be taken to ensure the effective participation of New Member States in the eTEN Programme.

Candidate Countries and eTEN – Call for proposals

Romania

According to the established legal base, Romania is participating fully in the eTEN Programme for the years 2004, 2005 and 2006Romanian entities which are successful in eTEN actions are eligible for funding for their participation.

Bulgaria

According to the established legal base, Bulgaria is participating fully in the eTEN Programme for the years 2005 and 2006. Bulgarian entities which are successful in eTEN actions are eligible for funding for their participation.

Turkey

There is currently no legal base for the Community funded participation of entities from Turkey in eTEN. However, eligible institutions, organisations and individuals from Turkey may participate in eTEN actions without Community funding subject to consideration on a case by case basis.

Turkey is a candidate country and participation will be possible if a legal basis is established.

Croatia

There is currently no legal base for the Community funded participation of entities from Croatia in eTEN. However, eligible institutions, organisations and individuals from Croatia may participate in eTEN actions without Community funding subject to consideration on a case by case basis.

Croatia is a candidate country and participation will be possible if a legal basis is established.

Other Countries of the Western Balkans

The possibility for the following countries to participate in Community programmes in general is under negotiation. This applies to:

Candidate Countries and eTEN – Call for independent experts for eTEN 2005-2006

Individuals who wish to be included in the list of experts, providing the eTEN unit with assistance in the execution of evaluations and project reviews are invited to submit an application.

In order to be considered for inclusion on the list of experts, the requirements regarding nationality, candidates must:

Be nationals of a Member State of the European Union, a Candidate Country of the European Union or a country participating in the eTEN programme on the basis of an agreement between this country and the European Union. Applications from nationals of other States are accepted but will be only used according to specific needs.
