The eParticipation Trans-European Network for Democratic Renewal & Citizen Engagement

eParticipate provides an open web-based solution that supports a programme of democratic renewal and citizen engagement in three main areas: Transparent & accessible communication, Getting representation online, and Extending consultation.

eParticipation can address the emerging democratic deficit across Europe in line with eTEN eGovernment and i2010 objectives. eParticipate provides an operational, open, integrated standard web-based network and gateway of existing-technology - "best of breed" components and applications (called Public-i) to enable public bodies to broaden and encourage the participation of citizens in the democratic process. The eParticipate platform centres on multimedia webcasting supported by the inclusion of key contextual information and feedback facilities combined with other communication tools such as on-line consultation.

The key output of the project is a viable deployment plan and business partners committed to the rollout of the platform to all of Europe. eParticipate is helping to establish the critical importance of eParticipation in the success of all eGovernment initiatives and service delivery, and provides a trans-European network that will enable any EU local authorities to readily do so.

Whilst the project validated the concept in 4 Member States, the output has relevance to all of the European Union. "The Council of European Municipalities" which is the largest organisation of local and regional governments in Europe states that "it represents some 100,000 local and regional authorities" hence the market can be defined of this size. However, realistically the active use of on-line eParticipation tools and services will initially be relevant for councils with over 10,000 residents.

The primary benefits of eParticipate are in the areas of increased participation, transparency and communication. In addition, eParticipate through its use of webcasting, can deliver immediate significant cost savings in travel, communications and document preparation, dissemination and storage.
