This service is to support the eTEN National Contact Points of the eTEN programme for the dissemination of project results and to aid deployment of the project services. The service will provide NCPs with practical support, enabling them to expand their activities and to adapt to the continuation of the eTEN Programme activities in ICT Policy Support Programme. It will promote participation of a wider constituency in the follow-on programme and accelerate its participation in the future activities.
Please note that the formatting of Annex III of the original Tender Specifications has been revised. The version of the tender specifications below contain the revised annex III. Tenderers are requested to use the revised version when submitting their tenders.

Questions and answers relating to the Call for Tender "eTEN National Contact Points Support"
Q: Must a tenderer submit its tender in a prescribed format?
A: There is no prescribed format for the tender document. This is at the discretion of each tenderer, providing all of the required information is contained in the document. The three annexes to the tender document must be submitted following the prescribed format provided in the tender specifications.
Q: What is the maximum cost for the tender eTEN national contact points support, 2006/S 211-225484?
A: The maximum cost for the tender eTEN national contact points support, is published in the tender specifications, Part 2 - administrative details - paragraph 1.5, as €400,000.
Q: Could the requirement of “Relevant expertise of the tenderer and other applicants, including subcontractors if any, in the last 3 years, in the area of technical support to networks of EU programme national contact points” be fulfilled by private societies? Considering that, under the FP6, the said tasks were taken into charge directly by Cordis. Does this requirement exclude firms not having this expertise from tendering?
A: The selection criteria in the tender specifications lists three areas where the tenderer must indicate its conformity. These are Professional Information (registration documents); Financial and Economic Capacity; and Technical Background information that includes, among other experience and capacities, relevant expertise in technical support to networks of EU programme national contact points. With reference to selection criterion 3.3.1: 'to be selected for evaluation under the award criteria, tenderers must have expertise in the previous 3 years that is relevant to the area of support to networks of EU programme national contact points', this is a very wide condition. It covers all EU programmes and all relevant expertise. The CORDIS service of the 6th (and other) Framework Programmes for RTD is one of several support services to networks associated to those framework programmes. Firms that do not have the 'CORDIS' experience are not excluded from tendering.
Q: Is the tender open just for private entities (such as companies) or is it possible to apply as professionals?
A: The tender is open to all entities satisfying the eligibility requirements; not excluded under the grounds for exclusion; and satisfying the selection criteria published in the tender specification. These include the criterion: "The tenderer must provide evidence of enrolment (declaration or certificates) in one of the professional or trade registers, in country of establishment".
Q: Is there currently an entity/organisation that provides the requested services (a current contractor)?
A: There is no entity/organisation/contractor that performs the service tendered for.
Q: Where can one find a list of all of the eTEN NCPs and a description of their role in detail?
A: Details of the eTEN National Contact Points are published on the eTEN web site at /information_society/activities/eten/index_en.htm. Additional details relating to each can be obtained from the National Contact Points.
Q: Are the forms that must be completed and submitted with the tender provided in word format?
A: All tender documentation is provided in .pdf format only.
Q: Is it a requirement to provide a local expert presence for continuous support in all countries to be covered ? Or is a centralised assistance in some countries enough when these teams can travel and assist the NCPs of other countries?
A: A local expert presence is not a requirement for a tender to this call. Centralised assistance with on-site assistance to the NCPs of other countries from travelling experts will be accepted.
Q: With respect to media/marketing material to be produced (brochures, videos, etc.): does the grant amount of maximum EUR 400,000 cover the production and printing of all material or just the production of the template material?
A: The grant amount of maximum EUR 400,000 covers the production of the template material.
