Short description |
The subject of the Contract is to provide a study aimed to deepen the knowledge
of the inclusive and assistive ICT market mechanisms and barriers within the EU
27 and to propose ways to overcome these barriers.
- Analysing, classifying and appraising market mechanisms and
barriers: complementing previous work analysing, classifying and
appraising market mechanisms in the AT ICT market and barriers:
technological, legislative, administrative and other mechanisms (and
barriers) directly or indirectly affecting AT ICT market both at EU and
national level. The analysis is to include quantitative indications of
the extent to which any barriers affect supply and demand side
parameters such as cost and price, profitability, availability, market
coverage of the AT ICT sector.
- Addressing the barriers: reasoned proposals for addressing the
barriers through legislative and non-legislative measures at European
level, in particular measures aimed to facilitate the establishment of
an effective internal market in assistive ICT. The impact on individual
companies in terms of their performance and on the AT ICT sector of
removing those barriers must be presented. Scenarios are to be provided
as to the effectiveness and efficiency of the proposed policy measures
and the benefits for users, industry and authorities.
